3 <br /> Community Preservation ConnUittee <br /> Minutes <br /> March 2, 2017 <br /> APPOINTMENTS HEARINGS. <br /> Leila Botsford Mash ce Housing Authorit —H date on Housing Assistance Pro <br /> Leila Botsford, Executive Director of the Mashpee Housing Authority was in attendance to <br /> update the Community preservation CoDAMittee on the Housing Assistance Program. This <br /> program is in its second funding terra and it has been fully supported and funded by the <br /> Community Preservation Committee. <br /> The program was initially funded by the CPA in May of 2012 for a three-year peod with a grant <br /> award of 300,000 or 100,000 per year. Community Preservation Act f coding supported the <br /> continuation of the much needed Mashpee Housing Assistance Program in May of 2016 for an <br /> additional three-year period granting a CPA. award of$330,000 or$110,000 per year. The funds <br /> are distributed on a quarterly basis,and the Housing Authority is required to update the CPC and <br /> Board of Selectmen quarterly on the progress of the program. <br /> Ms. Botsford indicated there has been a lot of outreach being conducted to re-announce the <br /> program. To obtain a greater connection to promote public awareness and to disperse the <br /> information regarding the program, it was recommended that additional community outreach be <br /> conducted. This inclines working with the Human Services Cominittee and Mashpee Cultural <br /> ounci l as well as the Council on Aging, <br /> It was noted the administrative costs of the program are minimal, approximately 8% of the <br /> funding allocation. The staff warps diligently on the program and intensively with short-term <br /> rental assistance clients to develop goals working toward self-sufficiency. Applicants are fully <br /> vetted and counseled. Funding is based on the individual needs of each client. Grants are made <br /> in accordance with income and goals are reviewed every thin month to review progress. Dental <br /> payments are made directly to the landlord. Recipients are eligible to receive grant assistance for <br /> up to a two year Period. Referrals are also made with respect to counseling, therapy, assistance <br /> with job applications, education, child care, health cage, and the food Pantry, <br /> Assistance is provided in the following categories; <br /> Ongoing short-term rental assistance(12-24 month duration) <br /> One-time assistance for first/last/security deposits <br /> One-time emergency assistance for rent <br /> Mortgage assistance for short-term (1-3 months) <br /> Down payment assistant for first-tune homebuyers <br /> Statistics in the first three years of the program are noted as follows-, <br /> Short-terra rental assistance—57 clients served with an average of 8 months of assistance <br /> First/last/security assistance,emergency mortgage assistance and emergency rent assistance; 24 <br /> clients served. <br />
