f <br /> Conservation Commission <br /> Minutes of January 12,2017 <br /> Public Hearings <br /> Mashpee "down Hall <br /> Waquoit Meeting Room <br /> Commissioners Present: Brad Sweeta Robert Anderson Dale McKay,ay, Chad Smith, <br /> Louis Diet (Associate embers) <br /> Staff Present* Drew McManus (Conservation Agent) and Judy I aigneault (Recording <br /> Secretary <br /> CALL MEETING To ORDER: 5:55 p.m. <br /> The meeting was called to order with a quorum by Chairman Brad Sweet at <br /> 5:55 p.m. <br /> There was no public comment <br /> PRE/POST-HEARING AGENDA: <br /> Public Comment <br /> Michael Talbot, Chairman of the Environmental Oversight Committee, reported that the <br /> members of the EOC Committee voted to submit ars article to the Annual Town Meeting <br /> to amend the Nitrogen Control Bylaw. The Committee noticed there were difficulties with <br /> the enforcement and voted to include the Department of Natural Resources and the <br /> Conservation Division to the enforcement. They also felt we should incorporate some <br /> management of phosphorous. He has made revisions to the bylaw to reflect these <br /> changes. He noted the bylaw will be reviewed by town counsel. <br /> Vote: Administrative Approval bequest: Mashpee Neck Marina/21 Frog Pond <br /> Close. Issuance of authorization letter to accept float/walkway dimensions as <br /> shorn on Plan of Record from CLE Engineering. Condition x#28 in order of <br /> Conditions 43-2758 restricts boardwalk widths to 4 foot unless authorized by the <br /> Commission. <br /> The Agent stated `red Leedham, Mashpee Marina, brought to his attention that when the <br /> Order of Conditions was issued for the dock and pier project at the marina} there were <br /> some boiler plate conditions. Condition #28 states that boardwalks shall not be wider <br /> than 4 feet unless authorized by the Conservation commission. The plan of record that <br /> was brought before the commission showed wider widths. The Agent suggested <br /> authorizing a change and proposed the wording that the boardwalk dimension be as per <br /> the plan submitted by CLE Engineering. <br /> Ted Leedham, owner of Mashpee Beck Marina, explained some of the sections of the <br /> ramp are 8 feet wide and 6 feet gide for easier access. He said that was all clearly <br /> maned and identified in the original plan. <br />
