Motion: Mr. sweet moved a Negative Determination, seconded by Mr. Shaw. Vote <br /> unanimous 4-9 <br /> 6:93 Stuart E. & Catherine J. Nixdorff, 18 Little Neck Lane. Proposed driveway <br /> reconstruction. continued from 9/14/2017 — Board of Health requires revised <br /> plans with location of septic system. RDA <br /> Resource Area: Buffer Zone to coastal Bank <br /> Frank Westgate, surveyor, represented the applicant. He explained the existing sunken <br /> paved driveway is to be filled and restored to the original grade with gravel and <br /> bituminous concrete finish. No work will be done outside of the existing footprint. He <br /> noted Board of Health received the revised plan. <br /> The Agent recommended a negative determination. <br /> Motion: Mr. Sweet moved a Negative Determination, seconded by Mr. Shaw. Vote <br /> unanimous 4-9 <br /> 6:96 John J. Donovan, Jr. & Barbara A. Donovan, 31 James circle. Proposed <br /> landscape improvements and beach nourishment. NOI <br /> The Agent stated they received a notice from DEP that the project is within the Natural <br /> Heritage jurisdiction and hasn't issued a DEP number. He notified the applicant and <br /> asked the applicant to request a continuance in writing. He suggested continuing this <br /> hearing to the next meeting in October. <br /> Motion: Mr. Sweet moved to continue the hearing to October 12 at 6:12 p.m., <br /> seconded by Mr. Shaw. Vote unanimous 4-9. <br /> ADDITIONAL TOPICS <br /> (This space is reserved for topics that the Chairman did not reasonably anticipate would <br /> be discussed). <br /> The Agent informed the Commission that the Town received a $50,000 grant from the <br /> Mass Division of Ecological Restoration for an engineering study to replace one of the <br /> culverts on the Santuit River that separates the two sides of the river off of Sampson's <br /> Mill Road. By creating a box culvert, it will improve the flow of the river and sweep away <br /> a lot of the silt and sediment that has accumulated over the years and will help to <br /> improve Brook Trout habitat dramatically and improve fish passage overall. He noted <br /> we are hoping the Cape Cod Water Resources grant opportunity will come through. <br /> Federal money is yet to be determined which is thru the USDA Natural Resource <br /> Conservation Services. They have grant money and we will be applying for that for <br /> construction. The Agent stated this has been an issue for decades and DPW will be <br /> coming before the Commission for permitting and construction. <br /> There was a discussion on the condition of the water on Santuit Pond and the Agent <br /> stated Rick York, Natural Resources Director, felt what triggered this is a couple of <br /> enormous rain events which resulted in a tremendous influx of phosphorous in the pond <br /> and too much for the solar bees to handle.
