Page 4 <br /> Board of Selectmen <br /> Minutes <br /> August 18, 1997 <br /> October Town Meeting Warrant Review: <br /> Article#19: Penalties for failure to vaccinate a dog or cat <br /> against rabies. <br /> June Daley,Animal Control Officer,recommended the Board approve <br /> the article as presented to be consistent with State law that has been <br /> in existence since 1993. Presently, there are no penalties for the above. <br /> Article#20: Penalties for failure to answer questions. <br /> The above article will become a useful tool to obtain truthful results <br /> as to ownership of an animal explained Ms. Daley in support. It was <br /> noted that fines are assessed by the general court. <br /> `Motion made by Selectman Caffyn to remove Article#20 from the <br /> October Town Meeting warrant. <br /> No second. Motion does not carry. <br /> Selectman Caffyn requested Town Counsel to render a legal opinion <br /> on Article#20. <br /> Article#22: $28,300 to the Trash Expense Account for the purpose <br /> of extending the operation of the transfer station, <br /> recycling and landfill operations. <br /> It was noted that the five year contract is renewed on an annual bases. <br /> The bids received for the above were higher than what was budgeted <br /> explained Elias McQuaid,Health Agent. <br /> Article#24: zoning Bylaw amendment relative to Groundwater <br /> Protection District zoning. <br /> Discussion followed. It is the consensus of the Board to obtain further <br /> information relative to the zoning amendment proposal. <br /> Motion made by Selectman Marsters to remove Article #24 <br /> from the October Town Meeting Warrant-, <br /> Motion seconded by Selectman Dinizio. <br /> TE: 3-1. Motion carries. <br /> Selectman Costa in opposition, Selectman Caffyn abstained. <br />
