i <br /> Page 7 <br /> -_: Board of Selectmen <br /> Minutes <br /> February 12, 1996 <br /> a,r <br /> = APPAND BEAR ING& <br /> Plume n m nt - si Lrn• <br /> Selectman Caffyn invited Michael Minior,of the National Guard Bureau's <br /> Installation Restoration Program to attend the meeting with the Board of <br /> Selectmen to discuss the proposed design for theP lume containment <br /> system. <br /> Greg Taylor,Team 1 member of the Plume Containment Team <br /> was present to address concerns relative to the 60%containment <br /> system design. Mr.Taylor reviewed his memo of February 9, 1996 <br /> addressed to the Department of Environmental Protection Agency regarding <br /> the proposed 60% containment design. <br /> Mike Minior reviewed the 60% design proposal as prepared by <br /> Operational Technologies CorporationOP Tech)of San Antonio Texas. <br /> (enclosed) <br /> Mr.Minior indicated that the design would require daily water withdrawals <br /> of 27 million gallons per day, our goal is to maintain the aquifer levels <br /> by locating the recharge down gradient from the extraction fences. It was <br /> noted that returning the water directly over theP lumes would cause massive <br /> dispersion of the plumes creating a larger area to be treated. <br /> A central location at the Massachusetts Military Reservation was also <br /> reviewed,and would also cause the plumes to migrate and make them <br /> more difficult to control indicated Mr.Minior. <br /> It was noted that all of Cape Cod withdraws 25 milliong allons of water <br /> z per day. <br /> t In the issue of modeling,Mr.Minior indicated that they are currentlyseeing <br /> g <br /> draw downs in the water table that are causing concern. we may possibly <br /> augment the levels in Ashumet and John's Pond to maintain the balance of <br /> the ponds. This matter is currently being reviewed. <br /> Additional issues being addressed include the LF-1 Plume in Cataumet <br /> (Main Base Landfill Plume)and the Ashumet Valley Plume. <br /> r, <br /> Mr.Minior further reviewed the projected containment plan and related <br /> extraction well fence locations as defined in the opTech design <br /> handbook. <br /> Kn <br />
