The government is not in compliance with the Interim Record of Decision 'TROD' <br /> or the Federal Facilitates Agreement CFFA') for the NAR. The IROD specifically <br /> called for containment of the plumes emanating from the MMR. The Town of <br /> Mashpee and its citizens supported, and continue to support, that objective. The <br /> Strategic Plan, as currently formulated,however,does not contemplate that objective. <br /> Hence the T � - <br /> Town objects to the Plan as it does not indicate that the government will <br /> take the necessary actions to assure the health and welfare of the Town's residents. <br /> ts. <br /> We object to the Plan and request that It be modified to ensure expedited containment <br /> of the plumes. <br /> 2. It is clear that the extent of the plumes entering Mashpee have not been full <br /> y <br /> delineated. The Strategic Plan must include activities that will clearly delineate the <br /> horizontal and vertical extent of each plume and thereby enable the Board to <br /> understand the nature and extent of the contamination migrating into the community. <br /> Specifically, we request inclusion of monitoring wells along the southeast shore of <br /> John's Pond, downgradient of SD-5. Further, we a series of wells along <br /> . �t g <br /> Wheeler Road to determine if portions of CS-10 have gone under and beyond <br /> Ashumet Pond. we are concerned with exactly how the plumes are impacting the <br /> P g <br /> Ashumet and Johns Pond; i.e. Are they being captured by the ponds? Or, are they <br /> moving under the ponds? <br /> 3. The Strategic Plan, as proposed, does not clean up, contain, or even partially contain <br /> the plumes impacting Mashpee. This is unacceptable. The residents living in these <br /> areas are plagued by the constant fear of adverse healthimpacts; lower residential <br /> values; and the uncertainty of any clear resolution to this persistent situation. The use <br /> of an experimental technical circulating well system as a solution to two of the plumes <br /> is worrisome, at best, and unacceptable to the Town, <br />
