Water runoff management was discussed. Mr. Borselli stated all the leaders and
downspouts will be connected to drywells and the driveway is pervious and is away from
the water resources.
The Agent stated as long as the 50' is preserved, he doesn't have a problem with the
proposed management of the invasive species. He noted it will be a significant
improvement to the area.
Motion: Mr. Sweet moved approve the amended order of conditions with the
following conditions: any removal of vegetation and trees in the abutting area
within 50' of the resource area not be allowed at this time, allow for the invasive
species management, the three trees within the natural vegetated buffer strip are
to remain unless they come forward with a vista pruning request, minor changes
to the engineering plan be submitted indicating the delineation of the salt marsh.
Seconded by Mr. Shaw. Vote unanimous 6-0
6:06 Leonardo J. & Maria Elisa Caruso, Trustees, 43 Little Neck Lane. Proposed
vista corridor and installation of landscapelhardscape improvements, well and
shed. NOI
Resource Area: Coastal Bank, BVW, Salt Marsh, LSCSF, Buffer one to Coastal
Bank, Ockway Bay
Tom Bunker, BSS Design, represented the applicants. He stated the proposal is
landscaping renovations, the installation of irrigation well and shed near the street and
conduct vista pruning. He reviewed the landscape renovation plan prepared by Mary
LeBlanc. He explained the work will include the removal of non-native invasive plants,
poison ivy and bull briar. A field stone wall will be constructed southwest of the house
and the lawn area will be regraded and reseeded. Some of the other areas will have
weeds and ornamental plants removed and replaced with native and ornamental plants
and perennials. The existing crushed stone parking area will be expanded, a shed
installed and irrigation well will be installed in the parking area. Six native oaks will have
to be removed.
Mr. Bunker also stated a vista corridor is requested in the area where the steps lead
from the house to the dock. He stated they are requesting a waiver of the 25% of the
width requirement because of the unusual lot shape. The requested 16 foot by 17 foot
vista exceeds the maximum allowed width of 25% of the frontage. The Agent noted the
vista area on the plan. He said from the shape of the lot there isn't a lot of frontage on
the wetlands edge. Based on the frontage 25% width corridor, the applicant would only
get 17 feet of the vista corridor and they are asking 3 additional feet to make it 20 feet.
They are asking for an additional 3 feet beyond the 25% that would be normally allowed.
The 8 inch oak in the corridor would be pruned not removed. He said not any part of the
application adversely affects the stability of the bank and whatever vegetation remains in
the 50 foot buffer zone is being enhanced greatly.
No comments from the public
Motion: Mr. Sweet moved to Close and Issue, seconded by Mr. Smith. Vote
unanimous 6-0
3
