6:09 John P. Pike &Alice Smith, Trustees, 39 Wilsons Grove. Proposed <br /> demolition and reconstruction of single-family dwelling NOI <br /> Resource Area: LSCSF, Buffer Zone to Coastal Dune and Coastal Bank <br /> Tom Bunker, BSS Design, represented the applicants. He explained the project is to <br /> raze the existing house which does not meet FEMA and building codes for a house in a <br /> special flood hazard zone and construct a new house. The new house will be elevated <br /> on piers, the top of which will be 2 feet higher than the flood zone. The existing house is <br /> only 1.1 feet from the lot line and the proposed house will be 3 feet from the lot line. <br /> Two sets of stairs will be constructed on the seaward side of the house which will be <br /> closer to the bank, beach, and dune resource areas. Beach grass will be planted over <br /> the septic system. The dirt driveway along the seaward side of the lot will be spread with <br /> loam and planted with drought tolerant grass seed and all other areas that are disturbed <br /> as a result of this work will be graded and restored. He noted the project on the site plan <br /> provided. There was a discussion on the roof runoff. Mr. Bunker said they will put dry <br /> wells in in front of the lot and on the side. The driveway will be crushed stone. <br /> An abutter, Fred Sullivan, was concerned with the slope between his property and the <br /> proposed project and the effect the water runoff would have on his property. <br /> The Agent said the commissioners could condition the project that water runoff capture <br /> not adversely affect neighboring properties. Figuring out how to do that would have to <br /> be worked on. Mr. Bunker reviewed the slope of the property. He said a wall or a curb <br /> could be put in between the properties as well as the drywells. The Agent stated he puts <br /> in a boiler plate condition that runoff shall not adversely affect the neighboring property <br /> and also the commission reserves the right to make modifications to this project after <br /> completion as an ongoing condition. The commissioners have the right to step back in if <br /> necessary. <br /> Marley Riley, owner of the property, stated they will adhere to the 30 foot requirement of <br /> the Popponesset neighborhood. He said to put stairs on the inside would be very <br /> difficult and would take space from the house. <br /> No more comments from the public. <br /> Motion: Mr. Smith moved to Close and Issue on the condition that the <br /> commission has right to make ongoing modifications to the project and an <br /> amended plan be submitted showing the curb and drywell and any other <br /> mitigating construction changes to remove the issue of runoff to the abutting lot. <br /> Seconded by Mr. Shaw. Vote unanimous 6-0 <br /> 6:12 Templar Holdings, LLC, 9 Tulip Shell Way. Proposed dock modifications and <br /> addition of boat lift. At request of applicant, continued from 10112 and 10126 to <br /> address Harbormaster and Shellfish Constable concerns and submit revised <br /> plans. NOI <br /> Motion: Brad Sweet moved at the request of the applicant to continue the hearing <br /> to December 14 at 6:03 p.m., seconded by Mr. Shaw. Vote unanimous 6-0 <br /> 4 <br />
