MA HPLL ENVIRONMENTAL OVERSIGHT OMMITTLL <br /> MEETING MINUTE <br /> SEPTE MBER 13, 6:30 P.M* <br /> MA IIPEE TOWN HALL <br /> OCKWAY MEETING ROOM <br /> Present: Michael Talbot, Andrew Gottlieb, Dale McKay, Joseph Cummings <br /> Call to Order <br /> The meeting was called to order by Chairtnan Michael Talbot 6:30 p.m, <br /> Approval of Minutes —August 9, 2017 <br /> Motion: Mr. Gottlieb moved to approve the August 9, 2017, seconded by Mr. McKay. <br /> Vote 4-0. <br /> COMMUNICATIONS AND CORRESPONDENCE <br /> Norge <br /> NEW BUSINESS <br /> Invasive Plant Management Policies for the Town <br /> Nothing new to report. <br /> Ideas Regarding "Lackluster Recycling" and Iligh Transfer Station Fees <br /> Present for this discussion; Shelley Gilman and Jon Leavitt from the Recycling Committee <br /> The Clair thought EOC should address the recycling issues in town and refer-red to the article in <br /> the Enterprise. He said what we l-.ave now is not working. There are ogler systems out there and <br /> e should request that the Board of Selectmen take another look at this, The plan to sell <br /> recycling stickers is not working. lir. Gottlieb stated his advice would be to do a.citizen petition <br /> article, get 10 signatures and put an article on town meeting. It was noted if people have a dump <br /> sticker they db not reed a recycling sticker. The recycling sticker is only for people who have a <br /> private hauler. <br /> Mr. GilmanI, Recycling oinm'ttee, stated they went before the Board of Selectmen on the Pay as <br /> You Go program which they rejected. Ile suggested establishing an Enterprise Fund letting the <br /> residents no in advance. fir. Leavitt, Recycling on�riiittee} said the idea of raising the <br /> sticker fee and eventually have an enterprise isn't going to work,,- The more you raise the Cee the <br /> more people will drop-out, Ike felt Pay-As-You Go is the way to go.
