application requested a total of$300,000, $150,000 from CPA funds and$150,000 from the
Reserve fund, to be considered in May for Town Meeting vote, Mr. Lehrer confirmed that the
funds would have to be requested each year. The Chair explained that the Affordable Housing
Trust was mandated by the State to serve as the body that could oversee and direct activities to
assist in the development of affordable housing projects. The Chair drafted a letter of support,
on behalf of the Affordable Housing Committee, for the Trust's application.
2018 Annual Report of the Committee-The Chair inquired whether members had any
additional topics to include in the report, adding that he would forward a copy of last year's
report. The Chair planned to include detail about Tuesday Talks with Mashpee Commons, 950
Feasibility Study and RFP, Habitat for Humanity progress and participation in the Cape Housing
Institute.
COMMUNICATIONS
-10/31/18 CPC Letter of Support-Chairman Isbitz drafted a letter of support for the
Armenian Church CPA farad request proposal. The Chair indicated that there was a sudden
deadline of November 1.
-11/1/18 CPC Letter of Support-The Chair also drafted a letter of support for the
transfer of funds from the CPC to the Affordable Housing Trust, with a deadline of November 1.
MOTION: Mr. Willard made a motion to approve the two support letters sent relative to
the Armenian Church offer and the 10% set aside.
Mr. Abbott stated that he did not support the Armenian Church offer. The Chair asked to
separate the motion. Ms. Stone inquired about Mr. Abbott's reason not to support the offer and
inquired whether resources were available to assist with the Armenian Church proposal without a
Committee conversation about the matter. The Chair responded that the Church had been in
conversation with the Assistant Town Manager and the Town Planner about selling the land to
the Town for use as affordable housing. In order to meet the November 1 deadline, Mr, Lehrer
drafted the application to the CPC and requested a letter of support from the Chair. Ms. Stone
felt there was no harm in providing a letter of support. Mr. Abbott felt there was text in the letter
with which he disagreed, such as there was strong support from the Committee for the purchase
and the parcel was located near shopping.
MOTION: Mr. Willard made a motion to support the letter sent by the Chair relative to
the project. Ms. Stone seconded the motion. 4 yes, 1 no
It was Mr. Abbott's opinion that more facts were needed prior to supporting the purchase of the
land,
MOTION: Mr. Johnson made a motion to approve the letter setting aside 10% from CPA
funds mandated for affordable housing and transfer them to the Trust. Mr. Willard
seconded the motion. All voted unanimously.
4
