The Chair noted that it <br /> was difficult to provide specific needs without knowing the anticipated activity over the next 3, 5 <br /> and 10 years. Mr. Lehrer confirmed that the Planning Board had submitted a memo addressing <br /> concerns and needs in open space, affordable housing and historic projects and discussed <br /> potential projects in Mashpee such as restoration of historic homes, tribal cemetaries and the <br /> development of a bicycle master plan. <br /> Chairman Isbitz staffed that a 10%minimum of CPA funds was mandated as a set aside for <br /> affordable housing. If the Town subsidized half of the needed 300 units of affordable housing to <br /> meet the required 10%, it would be an estimated amount totaling$750,000-$1.5 million per year. <br /> However, based on the 2010 census, the unmet need for affordable housing was actually 968 <br /> units. <br /> Diocese of the Armenian Church, Sale Offer-An application to the CPC had been <br /> submitted to support an offer of land located at 646 Old Barnstable Road. Mr. Lehrer confirmed <br /> that he assisted with the request for development that totaled $125,000 for land that could be <br /> appraised at$90,000 to $125,000. The parcel totaled 3.1 acres and was located in the Zone 2 <br /> recharge area. Frontage was located on Route 151, with an electrical easement bisecting the rear <br /> of the lot with potential connection to the high school, due to the site's proximity to Breezy <br /> Acres. The high schools' wastewater treatment facility treats 4,400 gpd, with the capacity to <br /> treat 18,000 gpd. Mr. Lehrer emphasized the supply issue of affordable housing and the need to <br /> take seriously, property owners' offering their parcels for the development of affordable housing, <br /> and urged the Committee to support the request. The Church had initially planned to build, but <br /> their vision had changed. The Chair inquired about the potential number of units but Mr. Lehrer <br /> responded that it was not known without a feasibility study, adding that 1.9 acres would be <br /> developable, and could potentially result in approximately 12 units. <br /> Mr. Abbott pointed out that there was already Town-owned land that could be developed for <br /> affordable housing and expressed concern about the proposed site offering no bus access, <br /> sidewalks or proximity to shopping. Mr. Abbott pointed out that affordable housing funds would <br /> need to be put towards the 950 Falmouth Road project,particularly as would be required by the <br /> State. Mr. Lehrer responded that, right now,there existed a potential for an affordable housing <br /> project at the Armenian Church site, while there was not currently a developer identified for 950 <br /> Falmouth Road, emphasizing the importance of supporting every affordable housing opportunity <br /> that presented itself. The Chair stated that 950 Falmouth Road was no closer to Mashpee <br /> Commons, agreeing that there could be substantial issues that would not be known without a <br /> feasibility study and recommended showing an interest in all potential possibilities for affordable <br /> housing. Ms. Stone agreed that all options should be considered. Mr. Lehrer stated that he <br /> would email a map of the location and further conversation could occur at the next meeting. <br /> Ms. Stone referenced the Town's Land Disposition Project and lands set aside for affordable <br /> housing and agreed to bring a copy of the plan to the next meeting. <br /> Affordable Housing Trust-Chairman Isbitz reported that the Affordable Housing Trust <br /> submitted an application to the CPC requesting that the 10% affordable housing funds mandated <br /> by the State be transferred to the Trust on an annual basis.
