*APPROVED 2-5-2019* CIP MINUTES December 11, 2018 <br /> Discussion of Artificial Turf at Mashoee Middle/High School <br /> Mr. Collins turned over the discussion to Catherine Laurent and she said that the original proposal focused on <br /> the stadium and at the last meeting it was discussed as to whether we should be looking at a master plan for <br /> the entire complex at the schools. A contractor has been contacted that has done similar projects and the <br /> contractor is of the opinion that the focus should be on the field and track before moving forward with <br /> additional fields with artificial turf. Mr. Gottlieb asked why delay, and do all fields need to be.turfed. <br /> Ms. Laurent said that the contractor referenced earlier has just finished a similar study on Martha's <br /> Vineyard. Michael Richardson asked if this contractor also would build the fields and Ms. Laurent <br /> replied it was not. Mr. Gottlieb asked why we don't do the scheduling ourselves. Ms. Laurent stated <br /> that the Town could schedule all games on the stadium field if it were artificial turf and Mr. Richardson <br /> but not baseball and softball due to the need for pitchers' mounds. <br /> The DPW Director felt that the contractor could give the Town a plan for the whole project. <br /> Finance Director Dawn Thayer stated that she thinks it is a good idea to do a study before proceeding <br /> on a project of this size, Mr. Gottlieb said if you want to do a study then delay the artificial turf, and <br /> asked if splitting the project up is a mistake. <br /> The School Athletic Director Matt Triveri said that the current field is rough and the DPW cannot do <br /> work on the fields during the playing season. <br /> Charles Gasior asked if the study would only cost twenty five thousand dollars and Ms. Laurent <br /> answered yes for a "conceptual" layout. Mr. Gottlieb asked if the Town could continue with grass and <br /> dirt fields. Dawn Thayer asked if it should go back to the school to ask if this particular project should <br /> be put on hold or should the Town go for the larger project of redesigning the whole complex? <br /> Superintendent DeBoer said that some athletes that play particular sports feel as if they are being <br /> treated as second class because they are not playing on the stadium field. She also stated that she feels <br /> that the Town should "go for it all" and if that fails come up with a "Plan B". <br /> Catherine Laurent feels that any "Master Plan" would include the stadium and the track. Mr. Gottlieb <br /> suggested that without a study the whole project may not be ready for the May 2019 Town Meeting <br /> and maybe it should be pushed out until the October 2019 Town Meeting. Dawn Thayer suggested <br /> that the 2019 Special May Town Meeting should have an article for twenty-five thousand dollars for <br /> the study of the project and Andrew Gottlieb agreed. Rodney Collins asked the three school officials <br /> present how they felt to which they responded that they would like to do a study first. At this point <br /> Mr. Collins reminded all that the Warrant is the Selectmen's purview. <br /> Warrant Article 2019 May Special Town Meeting re: Study on Optimum Use of Town Fields: <br /> Motion made by Mr. Gottlieb to recommend the Board of Selectmen put a warrant article on the <br /> May 2019 Special Town Meeting to recommend an amount not to exceed thirty thousand dollars, <br /> ($30,000), to fund an area study field evaluation to determine optimum use of the fields. <br /> Motion seconded by Mr. Richardson. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Mr. Collins,yes Mr. Gottlieb,yes Mrs. Thayer,yes <br /> Mr. Gasior,yes Mr. Richardson,yes Opposed, none <br />
