Board of Selectmen <br /> FinanceCommittee/School Committee <br /> Minutes <br /> March 61 2017 <br /> Discussion relative to the uashnet School Door, window and Roof Project (continued) <br /> Discussion followed with respect to the scope of the school project. <br /> School Committee member Scott McGee questioned costs regarding increased contractor rates <br /> referenced as the"summer-slammer" and how the project contingency if unexpended is returned. <br /> Mr. Sivalogan indicated that 1/3�d of labor costs are projected at premium gates. In this particular <br /> project contractors would work after school, in the evening and on weekends. In general,off- <br /> Cape <br /> fCape contractors tend to charge a premium to work on the Cape and in western Massachusetts. <br /> And, at tines the project may require laborers to work an additional shift which would also <br /> necessitate premium wages* with regards to project contingencies,the M BA is noted to he <br /> strict on their evaluation. project contingencies are accepted by the 11 BA.and reimbursed as <br /> needed. However, it was noted the reimbursement process is a bit slower in this area of return. <br /> Finance Committee member David Delponte indicated there is potential for cost savings with the <br /> timing of the bid. Mr. Delponte asked if the cost savings would be shared and prorated with <br /> 11BA grant or with the Town's share of 6.5 million. Ir. Sivalogan responded by stating <br /> reimbursement requests are reviewed stringently and the budget change request is centered on <br /> the contractors bid. Any savings would be realized overall. <br /> Mike Richardson, a member of the Finance Committee noted the architectural firm is utilizing <br /> the same EFIS soffit company who offered a product with a history of problems. Since the <br /> 'own would be using the sarne manufacturer,Mr. Richardson asked if this firm intends to <br /> discount the cost of the project. In response Mr. Raymond, the project architect stated the BT'I <br /> soffit fwn has totally revamped the design of their system and it is essentially a whole new <br /> system. Where is no price differential, the product is market paced. <br /> With regards to the roof reconstruction it was noted that although the building was unproved by <br /> an addition known as the Liberty wing,the entire roof was replaced twenty-eight years ago. The <br /> knowledge of the site conditions pertaining to the roof accelerated the project which was under <br /> consideration in the CIP program for replacement in 2019. It was noted in 1989 a typical <br /> manufacturer's warranty was 15 years. with improved technology and materials,most <br /> warranties are guaranteed for 30 years. The warranty for the original roof was not defined. <br /> In considering the proposal, it was determined moving forward with this project would not <br /> change its exposure to the Town of Mashpee. And,by granting authorization to move this <br /> project ahead,the Town would remain on the MSBA funding schedule. Town.Manager Rodney <br /> C. Collins strongly recommended the Town not lose their placeholder for MSBA funding and in <br /> considering the cost savings that would be realized through M BA reimbursement. <br />
