6 <br /> Board of Selectmen <br /> FinanceCommittee/School Comtmttee <br /> Minutes <br /> March 6, 2017 <br /> Discussion relative to the Quashnet School Door, window and Roof protect: (continued) <br /> Additional questions regarding the project proposal were considered. It was disclosed the <br /> architect has represented all necessary 2018 code upgrades in the design and construction <br /> estimates. These changes are covered in the contingency. <br /> Regarding the assumption of hazardous waste materials Mr. Raymond indicated the roof and <br /> sealants are clean. There is no asbestos in the building,but there is a presence of certain <br /> adhesives which have been detected in the floor tiles near the windows. Remediation for <br /> hazardous clean-up is considered in the project contingency. <br /> When asked about the potential for mobile classrooms. Mir. Sivalogan stated if construction <br /> lk <br /> remains on schedule beginning in April he is confident the classrooms would be operational. <br /> Under the terms of the contract a penalty would be imposed assessing damages to the contractor <br /> if the prof cct is not complete on time. To alleviate this concern it is the intention of the OPM to <br /> nark out with the School principal,the core areas to be completed in a timely manner. <br /> The project is an open bid and it must go through the public bid process. Fi ance Committee <br /> member Ryan asked why thepro*ect architect and OPM are not from Cape Cod. The question <br /> was unanswered. It was noted that local contractors may be employed, but it is uncertain at this <br /> stage of the project. <br /> When asked of the materials- alurm-nn vs,. vinyl proposed for the Windows Ir. Sivalogan <br /> indicated aluminum windows are very durable, impact resistant and acceptable with the <br /> mandates of the M BA. The EFIS soffit system has increased insulation and a warranty of up to <br /> 20 years. <br /> It was disclosed the School Building Committee works closer with the OPM and the design <br /> team,the School Superintendent, School principal,planning& Construction Committee, <br /> Assistant Town Manager and Director of public Works. During the course of planning there has <br /> been different decisions and options made by the Town representatives regarding materials, <br /> With regards to school security Mr. Sivalogan indicated an officer of the M BA is requ4red to be <br /> on site during construction as well as a Clerk of the works. Criminal investigation(CORD is <br /> required for all manpower. In closing, it was noted the MBA.Accelerated Repair projects are <br /> very popular and backlog is significant. The Town of Mashpee is fortunate the roof project has <br /> b e en included in theprod ect scope. If the prod ect was to be voted down by a vote of Town <br /> Meeting,the exposure to the Town is $172,000 which has been expended for the feasibility <br /> phase of this project. <br />
