7 <br /> Finance Committee <br /> Minutes <br /> August 31, 2017 <br /> Review&Action- Draft October 16., 2017 Annual Town Meeting warrant: (continued) <br /> In f xther considering the articles it was suggested the Board of Selectmen introduce an <br /> additional article if Article 413 is defeated as the direct question has not been asked; "Does the <br /> Town want this or not?" In the event A rticle#13 is defeated, is it assumed the Town will allow <br /> recreational sales without a vote on the question? article#13 was deemed confusing as written. <br /> It was noted that initially 4 articles were proposed. To avoid confusion}the articles were limited <br /> to two, <br /> As the discussion ensued it was reaffirmed that a 1 id's vote is required if the article applies to <br /> zoning. A.favorable vote on the moratorium would garner 18 months to determine the course of <br /> action} and a no vote on both articles would prompt a Special Town Meeting. It was note the <br /> initial ballot question to the voters resulted in a.no vote ire the Town of Mashpee. However, it <br /> was a favorable vote at the Mate level to allow it in Massachusetts* <br /> Conceivably,moth articles could be voted down. Although a citizen is not able to change an <br /> article on Town Meeting floor, it is possible to amend an article within limits. <br /> The Board of Selectmen is expected to act on the articles and to finalize the warrant at their <br /> September 11,2017 meeting. <br /> In closing this discussion it was noted that financially,the revenue to the Town would be <br /> substantial. To avoid the looming outcome of future budget projections, and to maintain the <br /> level of services the Town provides it is the responsibility of the Town to bring alternative <br /> revenue sources to the table without reducing services or seeking an override. In the first year, it <br /> is projected the Town would receive a compensation of two to four million.dollars. <br /> Article#5 (Draft#5)—CPA -Dedicated pickleball Courts Project <br /> The Finance Committee at their last meeting voted unanimously -o to approve the CFA <br /> appropriation of$420,000 to fund the Pickleball Court Construction project at one of two <br /> possible locations; 400 Main Street/Route 130 or at the site 156 Ashumet load, Il ashpee. <br /> Lisa Frye a dedicated Fickleball player updated the Finance Committee on the project which <br /> received the unanimous support of the Community Preservation Committee. This week, the <br /> Director of Public works along with supporters of the project held an initial meeting with the <br /> Historic District Commission to review the proposed Route 130 location adjacent to the Mashpee <br /> Community Park,, <br />
