Building Permit with Spray Booth: 56 Bowdoin Road.,
Glen Harrington commented that a spray booth has been requested as part of a building permit for 56 Bowdoin
Road, Unit#g. Due to the location of the spray booth operation in relation to a residential condominium across
Cape Drive, a review by the Board is necessary. The business is providing a spray booth, but the operation
itself is considered a noisome trade by definition. The Board of Health must issue a site assignment for
noisome trades with the benefit of a hearing. The use or reported volume of chemicals is low at 7 gallons per
month, but the use is less important as what is being applied. The contractor from coast to coast construction
stated that the exhaust stack can be both 35 feet above grade and 10 feet above the roof line.
John and Dan Russo, Russo Woodworking, introduced themselves to the Board.
Mr. Russo commented that the stag goes straight up and is much higher with the filters catching the impurities
and expelling air. The main business is woodworking with some finishing and refinishing. A recycling company
has been contracted to dispose the chemicals properly.
Brian Baurngaertel made a motion that the Board of Health approve the building permit with spray booth for 56
Bowdoin Road, Unit##g, Russo Woodworking with the following conditions:
1. As the operation is a noisome trade} should ars abutter or the public be impacted by a confirmed
nuisance from this facility, thea the Board will tape action that may include a cease and desist order,
revocation of the site assignment of the noisome trade, and/or orders to abate the nuisance.
. Bending an inspection of the facility by the Health Agent.
alliope Egloff seconded the motion. The motion was unani
Imously approved.
7. Emergency condemnation: loo Great Neck load North, Un'lt#3.
Glen Harrington stated that the occupant at 100 Great Deck Road Forth, Unit#3 filed a complaint with the
Board of Health so an inspection was performed by the Assistant Health Agent. Upon arrival, the Assistant
Health Agent contacted the Health Agent to respond due to the conditions of rodent infestation within the
dwelling. At that time, a finding was issued to condemn the dwelling on an emergency basis as the infestation
was considered a condition which may materially impair the health or safety of the occupant. The threat to the
safety was considered immediate so an order to vacate was also issued. The owner was notified, and a pest
control professional was hired. Rodent bait traps have been applied to the dwelling, and the occupant must
clean the belongings before removing them as it has been contaminated by the rodents.
The owner was sighted for rodent infestation, and the occupant was sighted for sanitary issues. The rodent
infestation had a higher threat to the occupant.
The pest control professional, Tim Cunningham, was in the Board of Health office, observed the photographs,
and definitely confirmed rat droppings. He had been in that particular unit two months prior for mice and did not
observe any indication of rats. The unit had been posted ``Unfit for Human Habitation". Mr. Harrington will
request veronica Darden to inspect the area around the dumpsters for possible signs of rats.
OLD BUSINESS
1.
