Glen Harrington stated that a water test was scheduled and attempted on March g, 2017. Mr. Harrington met <br /> Matt Haney at Unit 8 Lakeside Estates where the outside water spigot above the entrance of the water service <br /> into the unit is located. Matt Haney placed his meter on the spigot and got 41 psi for a static pressure. However, <br /> the occupant was not home; and Marilyn Micklay, the occupant, stated earlier in the day that she would not be <br /> available. The static water pressure was not a violation, and the chance to perform a comparable water test to <br /> the original violations was not possible. <br /> Attorney Wall has contended that the unitary code does not apply to the water distribution system but that is <br /> not correct. The grater tests were taken from the outside water spigot that is connected to the park's water <br /> distribution system. If the water tests were taken from the inside, then the interior plumbing would have some <br /> effect and that would be the responsibility of the trailer owner not the park. The Assistant Health Agent did confirm <br /> that the tests were taken from the outside spigot. No pressure readings were taken from the inside of the trailer. <br /> The best analog] is similar to the testing of a car battery. A battery can have a dead cell and still put out 1volts. <br /> The best way to test it is under a load. Running the water in the trailer puts a load on the distribution system and <br /> in this case the distribution system can't provide enough pressure;therefore, it's a violation. The aged distribution <br /> system may be full of debris and corrosion which thins the pipes and the ability to hold a proper volume to be <br /> supplied to the trailers. This can be determined once the pipes are excavated. <br /> Brian Wall, attorney for MEZ Realty, introduced himself to the Board. <br /> Attorney Wall commented that the violation to be discussed is a complaint received on October 14, 2016, for low <br /> water pressure. Veronica Warden, Assistant Health Agent, conducted an inspection. calibrated grater pressure <br /> meter was used to record the water pressure readings from plumbing located on the interior of manufactured <br /> homes. The report Ms. Warden submitted with it reads, water pressure testing as follows; no grater on psi 40, <br /> with kitchen sink and toilet running 10 psi. <br /> l alliope Egloff stated that the ureter has to maintain pressure when water is used within the interior unit, as the <br /> outside spigot has to maintain that pressure. The meter on the outside spigot has not maintained the water <br /> pressure when the inside water appliances have been utilized. Mr. Harrington reset with Matt Haney hoping to <br /> have inside usage happening to have a baseline: the water pressure, psi, and then turn on the sinks or flush the <br /> toilet and get a pressure reading at the spigot. It is the exterior water spigot that is discussed. <br /> Glen Harrington commented that the Sanitary Code Violation is ghat was originally alleged. The unitary code <br /> uses a 20 psi minimum. In its actual performance, as it is worded in the Sanitary code, "Under a load, under <br /> running the water, that 20 psi has to be maintained". It's a requirement of the distribution system. Mr. Harrington <br /> clarified that the manufactured home regulations states the Sanitary code applies to the parr. The supply of <br /> water from the distribution system has to meet the 20 psi} and the park operator is held to the same standards <br /> to provide water to each dwelling. <br /> l alliope Egloff remarked that when the system is not being utilized, it maintains the pressure. when it is being <br /> used, the pressure drops. The responsibility is on the park owner to maintain the distribution system and the <br /> water pressure by the Sanitary code and by the Manufactured Home Regulation. <br /> Mr. Harrington commented to Attorney wall's question of other occupants not complaining of low water pressure. <br /> In Mr. Harrington;s opinion it could be the line from outside at the street where the main is located by Ms. <br /> Micklay's unit. There might be some restriction to not having enough volume to maintain the pressure when she <br /> uses her appliances, <br /> Attorney Wall commented that he did not understand the,complaint to be the main water line. He clearly <br /> understood the complaint to be inside the unit. He would have had his client inspect the service line and perhaps <br /> the distribution system. <br /> Glen Harrington stated that Mr. William Haney, as a Licensed Water operator, is allowed to make changes and <br /> repairs the system.
