4. Title V Variance Request: 20 Red Brook Road. <br /> Glen Harrington stated that the Board reviewed this on an informal basis at the March 16, 2017, meeting. The <br /> formal variance application has been submitted for the Board's consideration. At the last hearing the Board <br /> requested a letter confirming the environmental monitor's position on nitrogen sources within the conservation <br /> restricted area of Section 5 in New seabury. That letter was prepared and provided to the Board of Health. <br /> Y <br /> New Seabury would like to utilize a tight tank at the driving range to replace the port-a-potties. A new bathroom <br /> and office are proposed to be constructed, and the tight tank would service the new building. New Seabury <br /> could pump the tank and dispose of the waste at their Waste water Treatment Plant. <br /> The advantages/options for approval of the tight tank are: Title V states that the tight tanks can be used for <br /> seasonal use, boat pump-outs, or for facilities in public water supply where a sewer does not exist. <br /> The disadvantages/options for the denial of the tight tank are that it,is only to be approved for remedial <br /> situations, not for new construction and not in areas where a compliant Title V system can be constructed. <br /> There is an argument that this is a limited use, seasonal situation where the contents can be treated by a <br /> surer Waste Water Treatment Plant and the property exists within an area surrounded by a Cape Cod <br /> Commission restricted conservation area. The other side to the argument is that there can be a compliant Title <br /> system built to accommodate the flows from the new facility. <br /> Joe Colasuonno of Bayswater Development introduced himself to the Board. <br /> Mr. colasuonno remarked that there was a 12' x 12' shed on the property with two portable bathrooms located <br /> in the back. A new shed will be constructed with an office, two serviceable bathrooms, and a small storage <br /> area. Clue-to conservation restrictions it is not possible to install a septic system. <br /> Brian Baumgaertel made a motion that the Board of Health approve the variance request for the New Beabury <br /> Golf course Driving Range in accordance with 310 CMR 15.260 with the following conditions: <br /> 1. The tight tank shall be designed by a Professional Engineer or Registered Sanitarian in accordance <br /> with 310 CMR 15.260. <br /> . All waste shall be disposed at the New seabury Waste Water Treatment Plant. <br /> . The tank use shall be discontinued upon the availability/connection of sewer at the golf range facility. <br /> 4. This approval is based upon the fact that the Cape cod Commission placed a conservation restriction <br /> around the golfing range which restricts nitrogen sources, the proximity to the Zone I of the Rock <br /> Landing Wells 3 and 4} and the waste will be treated at a Waste Water Treatment plant. <br /> lalliope Egloff seconded the motion. The motion was unanimously approved. <br /> 5. Request variance from Recreational camp Regulations and Request Temporary Food Permit <br /> Annual Event: Mashpee Village, I Warnpa n oag Drive,, <br /> Glen Harrington remarked that the number of campers at Mashpee pillage increased from 30 to 36. Their <br /> homes are within walking distance. This variance must be requested annually. The temporary food permit does <br /> not need to be addressed by the Board as it can be approved internally. <br /> Brian Baumgaertel made a motion that the Board of Health approve the variance request from Massachusetts <br /> Carp Regulations for Mashpee pillage with the condition that there is a maximum of 36 campers and this <br /> variance applies to the 2017 year only. l alliope Egloff seconded the motion.
