Manufactured Home Regulation: Review Proposed Amendment. <br /> Ialliope Egloff remarked that the manufactured home regulation has been discussed in the past and <br /> recommendations for adjustments have been suggested. Glen Harrington commented that there are only three <br /> parts of the regulation that are being revised and would lire feedback from the parr operators. Mr. Harrington <br /> will arrange for a public hearing for the next Board of Health meeting scheduled on June 15, 2017, and invite <br /> the two manufactured hone parr operators. <br /> ADDITIONAL Topics <br /> None. <br /> DISCUSSION <br /> 1. chronic sanitary code violations: 165 Ninigret Avenue. <br /> The Board of Health and Mr. Harrington discussed the numerous complaints that were received by the Health <br /> Department concerning 165 Ninigret Avenue. Besides the nuisance of the trash left outdoors, Mr. Harrington <br /> has concerns and mentions from other complainants about the septic overflowing. A septic inspection is <br /> required to determine the condition of the septic system. The property is now in foreclosure; therefore, the <br /> owner has no incentive to care for the property. <br /> Brian Baumgaertel made a motion that the Board of Health require a septic inspection to be performed by the <br /> owner or an agent of the Board of Health, require a sanitary code inspection of the interior, and if violations <br /> are found, schedule a condemnation hearing for dune 15, 2017, for 165 Ninigret Avenue. Use of Irrigation Wells in PFc contaminant Areas. <br /> Glen Harrington requested to continue the discussion of irrigation wells in PFc contaminant areas to a Board <br /> of Health meeting scheduled in ,duly, 2017. <br /> Glen Harrington commented that all of the properties with private wells that are noir identified with PFC's are <br /> being connected to Torn Water, The main concern with PFC's is ingestion. The EPA health advisory is based <br /> on ingestion over a period of a lifetime, can the irrigation wells still be used noir that the primary concern of the <br /> drinking water has been dealt with <br /> I alliope Egloff remarked that there are persistent compounds with strong bounds in PFC's that break down <br /> and volatilize. The EPA understands more about the compounds in drinking grater. When it comes to other <br /> gays of exposure, the EPA admits they are not familiar with it at the moment. <br /> Mr.-Harrington questioned whether the areas with PFC's be treated as a moratorium and should all of the <br /> irrigation wells be discontinued. Mr. Harrington was hoping to have something prepared to be sent to the <br /> Department of Environmental Protection and the Department of Public Health before presenting the <br /> information to the Board of-Health. Mr. Harrington made a suggestion that in order to allow the use of irrigation <br /> wells the property owners should be required to sign a document with conditions stating that they have been <br /> made aware of.the contaminants. <br /> NEXT MEETING <br /> The next .meeting of the Board of Health is scheduled for Thursday, June 15, 2017, at 7:00 PM.
