Approval of contract with GHD for$450,000 preliminary design of municipal wastewater <br /> treatment plant adjacent to the Transfer Station -Vote <br /> The Chair stated we have requested from the Selectmen $450,000 for nitrogen management in <br /> the Mashpee River. The Selectmen agreed to the funding using Cape Cod Commission nitrogen <br /> mitigation funds. We are developing a contract with GHD to send to Town Counsel. GHD <br /> accepted all of Town Counsel's changes. There was an issue with the insurance portion of the <br /> contract with the liability which is being reviewed by Town Counsel. The Chair noted we need <br /> to have four signed copies of the contract. He was looking for a motion to have the Sewer <br /> Commission recommend approval of the contract and authorize the Chairman to sign the <br /> contract upon approval of Town Counsel. <br /> Motion: Mr. Burns moved that the Sewer Commission approve the contract with GHD <br /> and authorize the Chairman to sign the contract upon approval from Town Counsel, <br /> seconded by Mr. Lyons. Vote unanimous. <br /> Motion: Mr. Burns moved to add an item to the agenda for discussion, seconded by Mr. <br /> Pittsley. Vote unanimous. <br /> Jeff Gregg noted Mass General Laws says for projects that involves a structure that is over 1.5 <br /> million dollars a project manager is required. In the past, the consultants would do those <br /> services but now they want the municipalities to have their own inhouse person. The <br /> recommendation to have someone in house, protects the investment long term. The Chair said <br /> the funding we got was $10,000 for an Administrator and $20,000 for the project manager and <br /> we put it in our budget for next fiscal year which got approved at Town Meeting. The $10,000 <br /> will cover the Administrator. Both positions are contract positions and are not Town employees <br /> and are limited to one year. The Chair said the funding goes from July 1 this year to June 30 next <br /> year. It is in the hands of the Town Manager. <br /> Motion: Mr. Burns moved to endorse Paul Gobell to fill the part-time Sewer Commission <br /> Administrator contract position. Vote unanimous. <br /> Motion: Mr. Burns moved to approve the $20,000 to hire a consultant to satisfy the project <br /> manager requirement, seconded by Mr. Lynch. Vote unanimous <br /> Shellfish (no report from Rick York) <br /> Discussion: <br /> Status of MMR utility Planning <br /> The Chair stated he was told that Mass Development is backing out of acquiring the utilities at <br /> MMR. We sent in the amount of capacity we wanted and were counting on that large plant for <br /> doing the west side of town which is part of Phase II. Mr. Burns said the Sewer Commission <br /> should recommend to the Selectmen they initiate how the four towns, Bourne, Sandwich, <br /> Falmouth and Mashpee, can get together to relieve the Air Force of responsibilities and operate it <br /> at a municipal advantage with the four towns while servicing the base. The Chair said what the <br /> military is trying to do is to eliminate all utilities on the base. We want to be first in line to use <br /> their excess wastewater capacity. They have already had representation from the four towns that <br />
