11 <br /> Board of Selectmen <br /> Minutes <br /> March 27, 2017 <br /> APPOINTMENTS & HEARINGS <br /> Discussion of proposed FY 2018 Transfer Station Permit Fees: (continued) <br /> Motion made by Selectman Cahalane to approve the FY 2018 Transfer Station Permit Fee <br /> Structure as presented. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cahalane,yes Selectman O'Hara,yes <br /> Selectman Cotton,yes Selectman Sherman,yes Opposed,none <br /> OLD BUSINESS <br /> Discussion and execution of Joint Powers Agreement with the Ca e Light Compact JPE: <br /> The Board of Selectmen continued their review of the Joint Powers Agreement of the Cape Light <br /> Compact Joint Powers Entity. To date, five Cape towns have adopted the JPE, and additional Cape <br /> communities are conducting their review. <br /> It was disclosed if towns do not participate in the Joint Powers Agreement they will no longer be a part <br /> of the 21-Town Municipal Aggregation Program. Energy services will not be offered by the Compact to <br /> the town residents and businesses, and town residents and businesses would not have the ability to <br /> participate in the Compact's 100%renewable energy power supply offering. There is no liability to a <br /> town for joining the JTE. <br /> Motion made by Selectman Sherman to move that the Mashpee Board of Selectmen vote, <br /> pursuant to General laws Chapter 40,Section 4A%,as follows; <br /> (1) To join the Cape Light Compact Joint Powers Entity (JTE); <br /> (2) To authorize Rodney C. Collins,Town Manager,to execute the Joint Powers Agreement of <br /> the Cape Light Compact JPE subject to final review by Town Counsel; <br /> (3) And to appoint Andrew R. Gottlieb as the Town's Director and Wayne E. Taylor as the <br /> Town's Alternate Director to the Cape Light Compact Joint Powers Entity. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cahalane,yes Selectman O'Hara,yes <br /> Selectman Cotton,yes Selectman Sherman,yes Opposed, none <br /> *It was agreed that both Andrew Gottlieb and Wayne Taylor would attend meetings associated to the <br /> JTE until July 1, 2017. On July 1,2017 the appointment of Director and Alternate Director would be <br /> modified if necessary. <br />
