Mr. Cavossa expressed concern about what happened <br /> when the first RFP was canceled and the bid documents and Executive Session minutes were <br /> released. Mr. Cavossa stated that he was at a complete disadvantage due to the release of <br /> information. Mr. Cavossa felt that his proposal had been accepted and he had entered <br /> negotiations so he was the winning bidder until the time that all proposals were rejected. <br /> Mr. Goddard suggested that benefits should be listed clearly and the compliance with all Federal, <br /> State and local regulations added. <br /> Board members were in agreement that the draft RFP was ready to be issued. Mr. Selpione <br /> recommended that Counsel-review the draft. The notice will be submitted on January 18"'to be <br /> made available January 5"' February 281h by 4 p.m. will be the deadline to receive proposals, <br /> Mr. Goddard requested that Weston& Sampson prepare a flow chart to assess the final decision, <br /> with written conclusions, prior to opening the financial proposals. <br /> NEW BUSINESS <br /> Discussion with MassDOT & MA State Police on Continued Use of Property for CDL <br /> Testing <br /> Trooper Perry Mendes and Trooper Joseph Stone were present to discuss the CIL training that <br /> has been located at the UCRTS and to learn more about the status of the site. Trooper Mendes <br /> clarified that the Registry of Motor Vehicles was initially the licensing agency in Massachusetts, <br /> with testing occurring on Commonwealth property. A merger in 1992 resulted in.the State <br /> Police taping over the testing from the Registry Police. Trooper Mendes highlighted the value of <br /> the site for training purposes as thousands of people had been tested on Cape rather than <br /> traveling off Cape. As of June, the footprint of the test will change and the site at the Transfer <br /> Station has become a critical location to continue the testing since the next closest site-would be <br /> Stoughton. The testing will also include buses and it has been challenging to identify another <br /> larger site. <br /> Chairman Laurent explained the site as involving 1 9 acres, including the existing developed area, <br /> and adding that the RFP may allow multiple uses at the site. The Chair indicated that there had <br /> been discussion at the previous meeting suggesting that MassDOT submit a proposal for use of <br /> the site to be considered. No agreement has been located to allow for the State Police's use of the <br /> property. An agreement was needed to allow for continued use of the site. Mr. Jack suggested <br /> that the State Police submit a.proposal as past of the RFP, but that the Chair discuss the <br /> possibility of an inter-goverriment agreement with Town Counsel. Mr. Jack added that the Board <br /> was not looping for a financial arrangement with the State Police. Trooper Mendes felt that the <br /> process could be completed quickly as there was a peen interest from various parties, including <br /> State Representatives, to maintain the training site. <br /> Mr, Segura provided background regarding the Consent Agreement, including ownership by the <br /> Commonwealth, leased to the US Air Force and licensed back to the Air rational Guard with the <br /> ANG and Air Force consenting the exclusive use of all 19 acres to the UCRTS Board of <br /> Managers. Nir, Segura contacted Colonel Faux to inquire further whether there were records <br /> identifying use agreements, and no record was found with the State Police to utilize the area. <br /> 5 <br />
