Trooper Stone noted that <br /> there had been issues at the site and the presence of police car had been a beneficial deterrent, <br /> especially since it was no longer a secured area. Trooper Mendes stated that he would notify the <br /> Section Commander to submit a proposal. The Chair indicated that she would forward the RFP <br /> to Bob Rollins, but in the short tern, the State police could continue to use the site for training. <br /> Insurance coverage had been requested to ensure that the towns would not be held liable. The <br /> proposal should outline the space needs for the testing, which would be considered during <br /> deliberation or the proposals received. <br /> Mr. Jack requested review by Town Counsel because of the operation by an intergovernmental <br /> agency, which may allow for a submittal independent of the RFP. Ms. Laurent suggested that if <br /> it were an agreement with MassDOT created outside of the RFP process, the RFP would need to <br /> be delayed and a portion of the site would have to be removed from.the RFP. f11Ir. Cavossa <br /> suggested that the CDL Training be part of the RFP so that proposals incorporating the training, <br /> could be ranked Highly Advantageous, versus proposals that did not incorporate the training. <br /> The Chair inquired whether there was another portion of the site that could be developed and <br /> utilized for the training that would be more beneficial, Chairman Laurent will discuss it with <br /> Counsel and agreed that it made sense to incorporate it into the RFP. Mr. Wilton suggested that <br /> more details were needed from MassDOT regarding the parameters of their needs for the <br /> training. Mr. Segura reported that there would be no other location available at Otis ANGB and <br /> Trooper Stone confirmed that security clearance would be needed for individual test tapers. The <br /> Chair confirmed that Carter Hunt had also been seeking other locations for the training. Trooper <br /> Mendes confirmed that they had not been able to locate another site. Mr. Pearson stated that he <br /> would hate to see the RFP delayed further and expressed his interest in incorporating the CDL <br /> training in his proposal. Mr. Jack indicated that it would be necessary to incorporate wording <br /> into the RFP. Mr. Cavossa stated that, previously, incorporation of the CDL training was <br /> considered during negotiations and added his support for maintaining the training on Cape to <br /> support small businesses. Goddard suggested adding a paragraph in.the RFP that it would be <br /> highly advantageous to allow the compatible use of the CIL training proposal.in the The hair <br /> stated that it would require the Board to determine today if they wished to pursue an agreement <br /> with MassDOT to allow the testing at the site. Mr. Jack added that there is currently an existing <br /> use that he would like to see retain, but that the RFP did not currently recognize that use. <br /> Trooper Mendes will have Mr. Rollins draft a proposal for use. Trooper Mendes confirmed that <br /> that the test site was 3 3o' f o'* Mr. Cavossa stated that the use was a benefit to the'Upp er Cape <br /> communities* There was consensus to include wording in the RFP identifying that there was a <br /> current use at the site to be used for MassDOT testing and all uses would need to accommodate <br /> the training. Mr. Tilton recommended that the statement would be suitable under theag ional <br /> Benefit. Mr. Sciplone will add wording that the proposals must accommodate a training area <br /> within the site. An agreement outside of the RFP will be needed with MaSSDOT. <br /> NEXT MEETING <br /> The next meeting was scheduled for Wednesday, March 8 at 10 am.
