�A. <br /> Mashpee Waterway Commission <br /> Mashpee Town Hall <br /> Minutes of the December 12,2017 Meeting <br /> Chairman Bates called the meeting to order at 9:03 AM at the Mashpee Town Hall in the Popponesset <br /> Meeting Room. <br /> Present: Ken Bates, Don Barton,Stan Healy, Don MkDonald,Al Wickel <br /> Absent:Tim Leedham,Steve Mone <br /> Also in Attendance: Rick York, NRD, Rodney Collins,Town Manager <br /> Don McDonald made a motion to approve the minutes of November 14, 2017 and was 2^d by Stan <br /> Healy,and unanimously approved by members present. <br /> Appointments and Information Sessions: No Report <br /> Communications and Correspondence:Three pieces of communication and correspondence were <br /> presented by Ken Bates for review and discussion. <br /> First,the proposed Dredge Contract for the Popponesset Approach Channel had been received. The <br /> pre-dredge survey indicated that up to 9000 cubic yards would be removed and relocated at a cost of <br /> $13 per cubic yard. Upon review, Ken had determined that the language of the contract had changed <br /> from prior years. Many of the new provisions imposed financial terms and contingencies that could <br /> become onerous and confer additional risk to the Town. Ken noted and marked these passages on the <br /> new proposed contract and identified them for exclusion. At this point,The Town Manager spoke and <br /> expressed appreciation to Ken for exercising due diligence and discovery in reviewing this revised <br /> contract. Rodney indicated that to his knowledge, he had received no fore warning of the proposed <br /> changes. Rodney stated these features of the new contract were objectionable and said they may be <br /> contested,so there remains some uncertainty in finalization. <br /> Ken also presented to the Town Manager,two aerial maps depicting the proposed extension of the Little <br /> River/Great River channel and mid-path approach to the Falmouth line in Waquoit Bay.Various options <br /> concerning the length of dredge line were discussed. Rodney said he appreciated this overview and <br /> would provide copies for all from the GIS office. <br /> Ken also presented a BSG Engineering proposal for services related to establishing a benchmark(to set <br /> pins for depth)on the Mean Low Water Vertical Datum adjacent to the Great River and little River.This <br /> proposal was undertaken at a cost of$800. Using this new benchmark at the Great River Ramp, it was <br /> confirmed and verified that the pre-dredge survey estimates for Little River dredge were correct where <br /> 245 cubic yards could be removed in this designated section of Great River,to the desired depth. The <br /> LR/GR dredge might not take place because of this low amount of sediment not being worthwhile for <br /> the dredge team working against time limitations. <br /> Old Business: <br />
