Greg Crowley, from Cavossa, inquired whether the questions would be the same for each <br /> proposer. Mr. Scipione responded that it would be determined by the questions submitted by <br /> Board members. The Chair added that Saltine Warrior proposed a different use. Mr. Crowley <br /> inquired whether each proposer would be aware of the other proposer's questions or if the <br /> interviews would take place in a public meeting. Mr. Costello stated that the questions would be <br /> public record and there was no issue with sharing the questions, adding that the interviews would <br /> be public. Mr. Pearson stated that it would be helpful to know questions for the other proposers, <br /> should they be sharing the site. <br /> One half hour interviews will be scheduled on May 3, Recycling Solutions at 10:30, Cavossa <br /> Disposal at 11:00 and Saltine Warrior at 11:30. <br /> Rick Howe referenced Bourne's Board of Selectmen meeting and their position on the proposed <br /> Bourne Rail Trail. Selectman George Slade stated that their Board had been well informed of <br /> the colliding interests, understanding the growing needs of solid waste on Cape Cod, but <br /> expressing their interest in the betterment of Bourne. Mr. Slade stated that their meetings, <br /> regarding the Rail Trail, had been packed. Mr. Slade inquired about the risks of not making a <br /> decision on the proposals. Chairman Laurent stated that the Board of Managers was very <br /> interested in moving forward, noting that the facility had been out of use for two years. The <br /> Board wished to maintain the facility in the event that Upper Cape Towns would need to reopen <br /> the facility. The Chair reported that the Cape Cod Commission indicated that no funding had <br /> been identified for a rail extension in Bourne and that MassDOT had stated their position on the <br /> maintenance of the rail. As a representative for Mashpee, a part owner of the facility, the Chair <br /> would not wish to wait an indefinite amount of time for a decision regarding a rail extension in <br /> Bourne. Mr. Slade inquired about the timeline for the contract, to which the Chair responded that <br /> the Board of Managers was moving forward with the process, hoping the facility would be up <br /> and running within the year. Mr. Barrett stated that he had spoken with supporters of the Rail <br /> Trail, highlighting the information received from the Cape Cod Commission and the Board's <br /> effort to move forward. Mr. Barrett stated that he saw both sides of the issue, adding that rail <br /> was important, but also that it was unclear whether the track was currently usable. Mr. Howe <br /> referenced a previous Bourne experience with MassDOT and expressed his intent to follow up <br /> with them. <br /> Mr. Jack stated that the bike trail had not been fully evaluated, adding that the benefit of the <br /> facility was not only for trash, but could also increase competition in the marketplace benefitting <br /> all communities. Local salt storage would also benefit Cape communities, reducing a potential <br /> safety hazard. Mr. Jack added that the site had been a benefit to the Upper Cape communities for <br /> 30 years and likely would be a future benefit for solid waste, should individual waste contracts <br /> change. Mr. Jack stated that a shared use bike path remained a possibility. Mr. Cavossa stated <br /> that there were additional sites along the rail also identified for potential use. Mr. Tilton noted <br /> that it was the State's decision what they would do with the rail. Mr, Pearson indicated that the <br /> Federal Service Transportation Board would be the final arbiter of the rail. <br /> Alice Howe inquired about contract wording related to use of the rail at the site. Mr. Tilton <br /> responded that proposers would need to have an alternative, such as trucking, in case the rail was <br /> removed.
