r <br /> Page 4 <br /> Board of Selectmen <br /> x <br /> Minutes <br /> { August 20, 1996 <br /> t <br /> Th mMagin: <br /> Robert Brais of the office of Thomas J.Martin,Economic Research <br /> and Management Consultants was present with Jeffrey O'Connell and <br /> Kenneth Kreutziger to discuss the proposed Mashpee Commons <br /> expansion project with the Board of Selectmen. <br /> Mr. Brais discussed the firms credentials in response to the request <br /> P � <br /> for proposal for developmental services. <br /> We have proposed to define the scope of the project proposal, and <br /> work with the Town and developer to remain on line with major <br /> issues impacting the Town of Mashpee indicated Mr.Brais. <br /> We will define the best product possible to articulate the Towns desires <br /> and needs stated Mr. Brais who noted that his firm will meet with various <br /> community groups and conduct workshop sessions with the developer <br /> to discuss the environmental concerns of the Town while maintaining <br /> the interest of the public. <br /> While reviewing the positive impacts,we will also consider the negative <br /> impacts such as traffic,water quality and education to bring together the <br /> best possible scenario for the Town indicated Mr. Brais. <br /> k <br /> Selectman.Marsters left the Meeting: 5:08 p.m. <br /> i <br /> It was noted that the firm is local and is familiar with the special dynamics r <br /> of Cape Cod, Presently, the firm has a team of traffic engineers who <br /> have worked on numerous evaluations of traffic impacts and studies related <br /> the Mashpee Industrial Park, and has a past history of research work for <br /> the Field's Point Limited Partnership,now known as Mashpee Commons, <br /> Ltd• <br /> Mashpee needs a deeper mix of commercial use to benefit the year round i <br /> resident indicated Mr. O'Connell who noted that the developer appears <br /> to favor seasonal opposed to local residents. <br /> Mr. Kreutziger added that residential use would help for a year round <br /> market. During the planning process,the Town could dictate as to the <br /> type of store and square footage requirement asart of the development <br /> agreement. <br /> P P <br /> Mr.Brais suggested the workshop session become the first step in the <br /> process. Discussion followed with respect to mitigation measures proposed <br /> to maintain the sensitive and unique character of the Town. <br /> Selectman Caffyn left the Meeting: 5:32 p.m. <br /> Meeting adjourned: 5:40 p.m. <br />
