r <br /> t <br /> Page 3 <br /> Board of Selectmen <br /> r <br /> Minutes <br /> August 20, 1996 <br /> H rr <br /> = <br /> Phil Herr and Sarah James were present to discuss their firms credentials <br /> and approach to the expansion project with the Board. <br /> As noted.,Herr&James is familiar with the Town of Mashpee working <br /> on the Housing study last year in preparation for the Local Comp rehensive <br /> Plan. <br /> To avoid the risk of confrontation and conflict with the developer,Herr and <br /> James has recommended to study and create consensus during the <br /> building process with all direct parties. <br /> Key principals of the proposal include; <br /> *Identifying all interests <br /> *Involving all interests <br /> *What are the common goals <br /> *Joint fact finding <br /> *Seeking mutually beneficial actions <br /> The approach to joint fact finding would include; i <br /> *Information to be gathered with all parties-market review ; <br /> *Develop scenario#1 -no zoning change <br /> concurrence re: reasonable assumptions and contingencies <br /> *Demographic and fiscal analysis <br /> concurrence re: feasibility test <br /> *Develop scenario#2-concurrence modeling method <br /> *Action design report i <br /> The analysis will not be confined to site reviews and costs,but to the <br /> impact of the community off site indicated Ms.James who noted that <br /> strong analytic models and skills will be used in the process. <br /> k <br /> Mr.Herr added that the process will be structured so the product to be <br /> designed will service neighboring interests that are impacted. <br /> i <br /> Discussion followed with regards to education, transportation, <br /> environmental, and psychological impacts to the community. <br /> 4:20 p.m. <br />
