i • <br /> r , <br /> Page 2 <br /> S'tirq <br /> 4 f�' <br /> a Board of Selectmen <br /> ? <br /> Minutes <br /> {r[: August 20, 1996 <br /> r M r&Shea; <br /> Dr. Kendall added that demographics,occupancy rates,population trends, <br /> and competition with other towns would also be reviewed in the initial <br /> consulting stage. <br /> Before any zoning change is considered,Selectman Caffyn suggested <br /> to further review the impact of the scenarios asPo ry sed; <br /> P <br /> *No zoning change <br /> - *Zoning change-mixed-use development <br /> *open space preservation <br /> Mr.Willmer indicated that there are many open space preservation <br /> techniques relative to purchase and conservation restrictions. <br /> How does the community analyze the impacts in a manner that is <br /> economical, but not duplicating the procedures asked Mr.Whritenour <br /> who noted that the overall goal is to determine the various impacts that <br /> will effect the Town of Mashpee. <br /> The memorandum of agreement will eliminate most of the duplication <br /> indicated Mr.Willmer who added that the Town will conduct its own <br /> review process to include provisions such as open space incentive criteria. <br /> Mr.Whritenour suggested to develop a matrix of environmental impacts <br /> and costs of services, etc. as a method to approach the study. <br /> Dr.Kendall indicated that 80% of their fee will involve data collection. <br /> Analysis will comprise the remaining 20% of services. <br /> 3:05 p.m. <br /> i; <br />
