Page 2 <br /> Board of Selectmen <br /> Minutes <br /> December 16, 1996 <br /> M nday.Dec-ember 2 1 Ex 'vSessions: <br /> Motion <br /> i n - <br /> Motion made by Selectman Marsters to approve the <br /> Executive Session minutes; page two and three of Monday, <br /> December 2, 1996 as presented. <br /> Motion seconded by Selectman Costa. <br /> Unanimous. 2-0. <br /> Selectman C affyn abstained. <br /> Motion made by Selectman Caffyn to approve the <br /> Executive Session minutes; page fourteen and fifteen of <br /> Monday, December 2, 1996 as presented. <br /> Motion seconded by Selectman Marsters. <br /> 3L.0-TE.• Unanimous. 3-0. <br /> APPOINTMENTS AND BEARINGS_;. <br /> William Fisher: <br /> William Fisher,Vice-President of Woodard&Curran,Environmental <br /> Services was present to discuss the remediation and design review of <br /> off-site groundwater monitoring plans with members of the Board of <br /> Selectmen and interested public. <br /> Mr.Fisher presented a summarized study of the MMR off-Site <br /> Groundwater Monitoring Plan Review to the Board in a pamphlet dated <br /> December 16, 1996. (enclosed) <br /> The two plumes directly effecting Mashpee are the CS-10 and SD-5 plumes. <br /> There is a potential for concern with regards to the proposed water District <br /> well to be located southeast of John's Pond informed Mr.Fisher who noted <br /> that water particles of the plume could factor into the proposed well site. <br /> In addition,key findings include the geology and hydrogeology of the <br /> area below the surface. A lot of monitoring wells have been placed around <br /> the pond,but they are not deep enough to detect the level of contaminants <br /> located in the upper level of the aquifer. <br /> Mr.Fisher indicated that a main issue of concern is determining how the <br /> plume is carrying the contaminants. If the contaminants are not flowing <br /> directly into the pond, they may be passing underneath the pond in the <br /> silt layer located beneath the sand. <br /> The thickness and flow beneath the ponds is a major unknown, and <br /> should be addressed to review the nature and extent of the contaminants <br /> stated Mr.Fisher who recommended that an early warning detection <br /> system be developed to protect the proposed Water District well. <br />
