October <br /> 24, 1996 from Jack Shepherd of the State Public Access Board. I mould like <br /> any letter to be read and placed on file so all facts may be pre:en t:ed. <br /> Others and I :find it very unfortunate that I1r. Shepherd felt c:onwe l 1 ed to <br /> write such a 1utter to the Selectmen prema.t.ur. ly cr.it.icf.iz.irig the Lake Mania( e�- <br /> ment Committee: before it was even formed or had a chance to meet. it <br /> appears Mr. Shepherd was responding to rumors and mi s i of o rmat i ori that Ile <br /> received from hysterical Bass club Directors and unnamed Town Of f i.cilrls who <br /> oppose a management committee for flashpee Pond and thaes unfortunate. <br /> What Mr-_ Shepherd has succeeded in doing is create animosity amongst <br /> those in town who want to see this concept work. <br /> For the record, because of the multitude of problems that exist on <br /> Mashpee Pond, and 'the inability to resolve many of thF.:se problems, it was <br /> the op i_n a on of some Town Officials and Lake As;so c i a t:i ori me mmbers, that <br /> Perhaps a fake, Management Committee would be a good idea in helping resolve, <br /> 43ome. of these i_ssue s. As president of our Take Assoc i ca t.i on I was askesd to <br /> research and seek out; other comrntini t:i es in the state that have such a <br /> c.ancep t in p 1_acne. In my search, I found a La}:e Management Conmi ttee, in <br /> Southwick that had s imi]_ar problems to ours that dealt with high water <br /> levels, d yam and :issues,, and env ironmen tca 1. prow 1(-gyms. In July of this ye.ar I called Mr. <br /> Shepherd asking for his opinion and any recommendation regarding Lhe Lake: <br /> Management Committee in Southwick and the potential 017 ticastipee. f or m i.ncJ such <br /> a committee modeled after the Torn of Sout hwicl:. Mr. Shc�ptieVd Iiad high <br /> Praise for that t:ownt Lake: Committee and supporte& its concept. When I <br /> told him we'd like -to us,e that. model for Mashpee Pond he felt t.ha t it was a <br /> goad i de4a and. would be glad to work with us. Based on that e_nc Baur-ag i ng <br /> conversation, I proceeds--%,d to work on submitting a pe L i t i on article for just <br /> that s Lib j,�c t+.. <br /> After the article was appro-tv;ed by the voters at our Fall Tot-ni fleeting, I <br /> called the chairman -of the Southwi cok Lcaa ;e Management Committee regues t:i ng <br /> information and material that would be helpful to our cause. In reviewing <br /> that town,; managements plan I noticed that they managed the Public Access <br /> Ramps, and that is what initiated my 2nd call to Mr.Shepherd_ I wanted <br /> clarification on the: position our Lake Management Committee should take <br /> regarding Mastipee Ponds Public Access Damp, and should we assume a s i m i l a.r <br /> role as Southwick. <br />
