Page 3 <br /> Board of Selectmen <br /> Minutes <br /> November 18, 1996 <br /> APPOINTMENTS AND BEARINGS: <br /> Roland Du n -Countv Government: <br /> Bourne Selectman, and Barnstable County Assembly of Delegates <br /> member,Roland Dupont was present with County Commissioner, <br /> Robert O'Leary, and Acting County Administrator Mark Zielinski, and <br /> Margaret Downing to discuss the latest draft of the Cape Cod Regional <br /> Government legislation with the Board of Selectmen. <br /> Mr.Dupont distributed a draft of the Assembly of Delegates Draft <br /> Legislation dated October 30, 1996, and a summary of Legislation <br /> amendments in detail as of November 12, 1996. (enclosed) <br /> Mr.Dupont reviewed each amendment as proposed. In summary, <br /> the proposal will change the name of the Barnstable County Assembly <br /> of Delegates to the Cape Cod Regional Government indicated Mr.Dupont. <br /> Selectman DiniZio recommended that a one page summary of services <br /> be disseminated for public information purposes. Selectman Marsters <br /> agreed, and suggested that the information include future services that <br /> will be provided to the fifteen Cape towns. <br /> Mr.Dupont noted that present services include; all functions of the Cape <br /> Cod Commission, the Extension Service, County Dredge, 911 System, <br /> Economic Development Council, Cape Cod Eider Services and Human <br /> Service activities. <br /> Selectman Caffyn stated that in her opinion, the Assembly of Delegates <br /> is not very effective. She asked for a bottom line figure of the savings <br /> Mashpee has gained to develop a clear understanding of the proposal. <br /> Mr.whritenour indicated that he can provide the Board with a list of <br /> various services the government has offered, and activities the Town <br /> has participated in. <br /> It was noted that the deadline for comments has been extended to <br /> December 15, 1996. The Board may forward additional comments to <br /> the Executive Secretary. <br />
