Page 3 Board of Selectmen Minutes November 18, 1996 APPOINTMENTS AND BEARINGS: Roland Du n -Countv Government: Bourne Selectman, and Barnstable County Assembly of Delegates member,Roland Dupont was present with County Commissioner, Robert O'Leary, and Acting County Administrator Mark Zielinski, and Margaret Downing to discuss the latest draft of the Cape Cod Regional Government legislation with the Board of Selectmen. Mr.Dupont distributed a draft of the Assembly of Delegates Draft Legislation dated October 30, 1996, and a summary of Legislation amendments in detail as of November 12, 1996. (enclosed) Mr.Dupont reviewed each amendment as proposed. In summary, the proposal will change the name of the Barnstable County Assembly of Delegates to the Cape Cod Regional Government indicated Mr.Dupont. Selectman DiniZio recommended that a one page summary of services be disseminated for public information purposes. Selectman Marsters agreed, and suggested that the information include future services that will be provided to the fifteen Cape towns. Mr.Dupont noted that present services include; all functions of the Cape Cod Commission, the Extension Service, County Dredge, 911 System, Economic Development Council, Cape Cod Eider Services and Human Service activities. Selectman Caffyn stated that in her opinion, the Assembly of Delegates is not very effective. She asked for a bottom line figure of the savings Mashpee has gained to develop a clear understanding of the proposal. Mr.whritenour indicated that he can provide the Board with a list of various services the government has offered, and activities the Town has participated in. It was noted that the deadline for comments has been extended to December 15, 1996. The Board may forward additional comments to the Executive Secretary.
