As a result, <br /> - g g <br /> commission staff recommend that DEP include special conditions in the GWDP in <br /> order to recognize the nitrogen sensitivity of the Mashpee River. Staff recommends <br /> gn g Y p <br /> that nitrogen conditions similar to the Barnstable Middle School GWDP (GWDP #0- <br /> 576) be included in the permit. These nitrogen conditions should acknowledge the <br /> sensitivity of the Mashpee River system, the treatment capabilities of the currently <br /> engineered system at the facility, and the desire to consistently achieve the lowest <br /> osslble total nitrogen in the effluent from the facility. Staff also urge DEP to review <br /> P <br /> the placement of the monitoring wells downgradient of discharge area to ensure <br /> that the true impacts of the treatment plant are being assessed. <br /> Even with a 5ppm nitrogen discharge, half the current permit level, the existing <br /> mass of nitrogen leaving the treatment plant is almost 15 times the critical load <br /> g g <br /> amount allocated for the <br /> Mashpee Commons parcels. Wastewater flow increases <br /> p <br /> above current levels, includingthose currently permitted, will worsen this <br /> Yp <br /> situation. Since treatment technologyat the plant is likely at its nitrogen removal <br /> P Y g <br /> g <br /> capacity,acit , loo term solutions are needed to address the excessive nitrogen coming <br /> from the Fields Pointp lant.
