3
can be given the existing treatment technology at the facility. As a result,
- g g
commission staff recommend that DEP include special conditions in the GWDP in
order to recognize the nitrogen sensitivity of the Mashpee River. Staff recommends
gn g Y p
that nitrogen conditions similar to the Barnstable Middle School GWDP (GWDP #0-
576) be included in the permit. These nitrogen conditions should acknowledge the
sensitivity of the Mashpee River system, the treatment capabilities of the currently
engineered system at the facility, and the desire to consistently achieve the lowest
osslble total nitrogen in the effluent from the facility. Staff also urge DEP to review
P
the placement of the monitoring wells downgradient of discharge area to ensure
that the true impacts of the treatment plant are being assessed.
Even with a 5ppm nitrogen discharge, half the current permit level, the existing
mass of nitrogen leaving the treatment plant is almost 15 times the critical load
g g
amount allocated for the
Mashpee Commons parcels. Wastewater flow increases
p
above current levels, includingthose currently permitted, will worsen this
Yp
situation. Since treatment technologyat the plant is likely at its nitrogen removal
P Y g
g
capacity, acit , loo term solutions are needed to address the excessive nitrogen coming
from the Fields Pointp lant. My staff is willing to assist Fields Point in exploring
potential options to address these needs.
Thank you for the opportunity to comment on this proposed Groundwater
Y pp Y p p
.e
Discharg PermitIf you have any questions about the Popponesset Bay nitrogen
loading study, please contact Ed Eichner of my staff.
Sincerely,
Armando J.
