Preliminary <br /> assessments of the Po onesset Ba estuary <br /> nitrogen loading pp y y system and its <br /> watersheds have found that this system is extremely nitrogen sensitive and <br /> nitrogen from exi tincr development within the watershed has overwhelmed the <br /> s b <br /> capacity of the emba ment to assimilate it. With these thoughts in mind, <br /> Commission staff recommend that DEP consider the inclusion of lower nitrogen <br /> i har e targets in the final Groundwater Discharge. d sc e Permit for the Mashpee g g g <br /> Commons Plant. <br /> a result f the Commission's approval of a Development of Recrional Impact <br /> As es t o pp p a <br /> ala he 151N site in Mashpee, Fields Point was required to complete propos t an t p q <br /> emba ent flushing stud of Po onesset BayThis stud was completed in July <br /> ym g � pp y <br /> 1994. Commission staff used this information to determine the nitrogen carrying <br /> capacity or critical nitro��eri loads for PG -�onessett.Bay and itj subernbayments <br /> p y � pr' <br /> Mashpee River and Shoestring Bay). Under an EPA/DEP 319 grant project, the <br /> Coastal Emba meat Project, Commission staff compared the critical nitrogen loads <br /> y <br /> to the nitrogen loads coming from existing and future development within the <br /> watersheds. This comparison found that existing nitrogen loading from the <br /> p <br /> watershed to' the Mashpee Diver, which includes the Fields Point treatment plant, is <br /> at least 20 times higher than the capacity of the river. A draft report on these results <br /> p y p <br /> has been distributed to Mashpee town officials this month. <br /> Effective p <br /> en mana <br /> nitrogen within the Mashpee River watershed will require <br /> � <br /> wastewater treatment improvements. Since the current average measured flow <br /> from the Fields Point facility represents approximately(°ro)of the wastewater flow <br /> within the watershed, with the potential ti al to represent sent nearl �1�o�a t currently <br /> p p y <br /> permitted capacity, nitrogen effluent quality from the facility should be the best it <br /> �J'� 0-0 o <br /> � <br />
