Robert P . Fagan DECEMBER 29 , 1995
Regional Engineer for Resource Protection
Massachusetts D . E . P .
Division of water Pollution Control
20 Riverside Drive
Lakeville , Ma 02347
; t Subject : Mashpee Commons Groundwater Permit Application
Permit No . SE # 2-30
Cape Cod Times Legal Notice 12/11 /95
Dear Mr . Fagan,
I , herewith, request a Public Hearing be held on the sub 'ect
application. I further suggest that the Hearing be held in Mashpee to
allow the maximum public attendance of concerned citizens .
I reside in close proximity to the Estuarine portion of the Mashpee
River and ani deeply concerned about the proposed discharge ' s affect on
the River .
The limits proposed in the application .exceed the total carrying
capacity of the River (as determined by the Gape Cod Commission
without cons ' deratlon of other sources within the watershed It should
be noted that the area served by the application is small when compared
to the total watershed area .
I have additional concerns relating to the application that I feel
should be addressed. The f o 1 lowing are a few examples .
why is the number of monitoring wells being reduced from 5 to 4 when at
least one of the wells has a seasonal pattern that exceeds the results
of samples? what is the cause of the high readings @ Mw-2 ? Should
added wells be placed between the Plant and the River ?
With Restaurants and Supermarkets connected to the Plant shouldn ' t
there be tighter VOC sampling on the effluent and monitoring wells than
twice a year 9,
Does the need to increase the quantity of. effluent from the
Plant by a
factor of 5 from the current level exist ?
Has any -s,tudy been undertaken to assure the integrity connecting-
, y of the .onnect log
pipin9 from, the various sources to the Plant ?
Can the effluent be piped to a d.ischar e location t `
g har is less
envi ronmerital l'y sensitive ?
Thank you for your consideration of my concerns .
Sincerely,
Edward A.
