4 <br /> Board of Selectmen <br /> *DRAFT*Minutes <br /> February 25, 2019 <br /> APPOINTMENTS & HEARINGS <br /> Finance Director Dawn Thayer Treasurer/Tax Collector Craig Mayen, Assessor Jason Streebel: <br /> Discussion about Wastewater: (continued) <br /> As discussions continued,the Town Manager cautioned the Board to consider the long term financial <br /> forecast while maintaining the current level of services for town operations. In considering the new <br /> funding sources, approaches to enhance the revenue stream should be given consideration to not rely <br /> solely on residential taxation. There is concern regarding the limitations of Proposition 2 1/2 to fund a level <br /> service operating budget. <br /> It was agreed the plan should maintain a level service budget. And it was determined the financial outlook <br /> disclose the first three phases of wastewater assuming property tax revenue as the base with hypothetical <br /> scenario's using the new additional revenue sources. <br /> With respect to the two articles on the May warrant to fund$1,640,000 to complete the design of Phase I <br /> of the sewer collection system, and $840,000 to complete the design of Phase I of the municipal <br /> wastewater treatment plant to be located adjacent to the Transfer Station, a debt exclusion would be <br /> considered. <br /> The Board of Selectmen indicated the Sewer Commission would be directed to begin developing policy; <br /> to include rates, charges and betterments. <br /> Motion made by Selectman Cahalane to approve and recommend an article for the May Special <br /> Town Meeting warrant to create and fund the new position of Sewer Administrator. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 4-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Cahalane,yes Selectman Gottlieb, yes <br /> Selectman O'Hara,yes Opposed, none <br />
