The purpose for the <br /> meeting was to come up with definitive guidelines for applicants to follow <br /> under the direction of the Design Review Committee. The Committee <br /> submitted suggestions and ideas prior to this meeting, and Mike passed <br /> them out. Mike wants to have Evan comment on these suggestions. <br /> Jonathan started with his idea and went to the source reading the bylaws <br /> listed under §174-48 Item A. He read the first few lines directly from the <br /> book that states the Design Review Committee shall be established to <br /> advise the Building Inspector, Planning Board, and Board of Appeals. <br /> Evan joined the meeting at 8:50 am. He mentioned that at one time the <br /> Design and Plan review met as one body. He wants to know how each <br /> committee can define the scope of their responsibilities so that jurisdictions <br /> don't cross each other even though they are related. He said that he doesn't <br /> want to give an applicant testimony and advise, or advisory approval or <br /> conditional approval on certain criteria that the Design Review finds to be <br /> important that could be contradictory if the same items are listed, i.e., <br /> building placement. What are the elements that Design Review is tasked <br /> with, and what is Plan Review tasked with because they're separate bodies. <br /> Jonathan and Mike agree. But there isn't any mention of Plan Review <br /> criteria in the bylaws. Mike gave an example of reviewing a plan for the Dog <br /> Center. If an application doesn't fall under Plan Review, what are the <br /> suggestions or recommendations, and where does it fall under. Is it going <br /> straight to the ZBA, knowing that they're advisory? Plan Review knows they <br /> need to make a decision to agree or not. <br /> 1 <br />
