He had a list of <br /> items separated by Committee, and listed them accordingly. He said it's <br /> important that the Design criteria features of a building are looked at. <br /> • Design Review is purely esthetic within the context of a building, and <br /> neighborhood. <br /> • Site planning is Plan Review, <br /> • Building Placement is Plan Review. <br /> • Building Size is debatable. <br /> • Design compatibility is 100% Design Review <br /> • Exterior Appearance, Construction materials and finishes, are <br /> Design Review. <br /> • Parking and Roadways are Plan Review. <br /> • Landscaping is Design Review. <br /> • Site Grading is Plan Review <br /> • Building Entrance and Exit, Design Review (esthetic appearance). <br /> How does the landscaping marry with the existing roadway? <br /> • Signs are Design Review. <br /> Joe asked why the site planning would not be included under Design <br /> Review. Evan said because it involves building location, utilities, grading, <br /> parking facilities. The site planning is the consideration of environment, of <br /> traffic, ecology, and land use. <br /> Miles thinks that site placement, and building size are the only two <br /> components that effect the esthetics of a building, and Design Review <br /> should be advising on all of these items from an esthetic view point. He <br /> believes that Design Review should be separate from Plan Review due to <br /> the bylaws. <br /> Jonathan questioned why these items were not listed in the bylaws. <br /> Evan believes that whoever wrote the bylaws was thinking of a joint <br /> committee, and they were never separated. He agreed with Miles. A general <br /> site plan, a building's location, and a building size has an esthetic <br /> implication of a street scape. He said that the Design Review should not be <br /> discussing building size in terms of share mass, it should be discussing <br /> building size in terms of architectural features, components and scale. He <br /> said building size matters as far as street scape design, what are the pieces <br /> of building size that could be substance that can be discussed within the <br /> scope of this committee, such as architectural features and massing. <br /> 2 <br />
