Minutes of Meeting of
Design Review Committee
Held Tuesday, January 15, 2019
Mashpee Town Hall Waquoit Meeting Room
Mike thought that Evan's expertise would be a great contribution. He asked
him if he could give it some thought and compose a bullet list for the
Committee to work with. Mike said he got some ideas from the Town of
Yarmouth.
Evan wants the committee to understand their scope. The question would
be what type of building would be attractive or unattractive, and bless the
design for Plan Review and hopefully not get conflicting statements from
both committees. It would be great to break up the sub-categories of what
makes a building size in terms of scale and mass to be placed under the
purview of Design Review.
Jonathan wanted clarification of the items listed A through J. What would
be architectural design?
Evan said that landscaping on a site plan has for example storm water,
waste water, and nitrogen capture reasons for landscaping placement in
terms of species. Landscape design goes beyond just environmental
ecological impact of site plan, and should be under the Design Review
committee.
All agreed that the bylaws need to be amended.
Mike said each member of the committee can communicate their ideas to
their respective Board members, and then submitted to the Planning Board
for their approval. There needs to be a book of standards like other
communities.
Evan said that there needs to be a rule book in terms of architecture, and
neighborhood character.
Joe said that it should include the gateways of the Town, and industrial
context.
Evan said Joe gave consideration to various districts and the components
of those districts. There are others to consider such as residential, and
different commercial area types, and commercial areas through primary
developers all of which have different design context and esthetics. These
are design elements that are more appropriate in those districts than others.
What are the neighborhoods in Town? The Rte. 130 historic district, Rte.
(s). 28 and 151, and define the context of the neighborhood so you can build
design criteria around what you love about the neighborhood, and what you
dislike.
3
