Amend Section 174-66 by replacing the phrase "Zones Al-30"with the phrase "Zone AE" in the <br /> first sentence and by replacing the word "Lots" in Subsection A with the term "Manufactured <br /> homes"; <br /> Add the following new Subsections 174-67.1 and 67.2: <br /> "§174-67.1. Subdivisions. <br /> All subdivision proposals shall be designed to ensure that: <br /> A. Such proposals minimize flood damage; <br /> B. All public utilities and facilities are located and constructed to minimize or eliminate <br /> flood damage; and <br /> C. Adequate drainage is provided to reduce exposure to flood hazards." <br /> "§174-67.2. Other regulations. <br /> In Zone AE, along watercourses that have not had a regulatory floodway designated, the best <br /> available Federal, State, local, or other floodway data shall be used to prohibit encroachments in <br /> floodways which would result in any increase in flood levels within the community during the <br /> occurrence of the base flood discharge." <br /> or take any other action relating thereto. <br /> Submitted by Planning Board & Selectmen <br /> Explanation: The National Flood Insurance Program has notified the Town that it is adopting <br /> new Flood Insurance Rate Maps and has also established new regulations regarding local <br /> development in mapped flood areas. The Town has been notified by the Federal Emergency <br /> Management Agency that it must bring its bylaws into conformance with the new requirements <br /> of the National Flood Insurance Program before July 16, 2014 or Mashpee will no longer qualify <br /> for participation in the Flood Insurance Program. As a result, this article has been submitted as <br /> an emergency article, based on recommended language provided by the Massachusetts Division <br /> of Conservation & Recreation. <br /> The Board of Selectmen recommends approval by a vote of 5-0. <br /> Finance Committee recommends approval by a vote of 5-0; 2 abstentions. <br /> Motion made and passed to dispense with reading of article at 8:28 PM. <br /> Motion made by Selectman Michael Richardson <br /> At its meeting on April 16, 2014, the Planning Board voted 4-0 to recommend approval of <br /> Article 14 as printed in the warrant. <br /> 17 <br />
