15 <br /> Board of Selectmen <br /> Minutes <br /> March 11, 2019 <br /> Annual Town Meeting Warrant: (continued) <br /> Article#9: Capital Stabilization Account—To direct 75% of Rooms Tax to a stabilization <br /> account for certain capital expenses to include; wastewater management, affordable housing and <br /> transportation. <br /> The discussion ranged from 50%to 100%. Several regional organizations are now advocating <br /> for Cape town's to invest in the short-term rental tax revenue in future infrastructure and long- <br /> term community projects to fit their particular needs. This may include but it is not limited to <br /> housing, wastewater, broadband, transportation and marketing. A model bylaw directs at least <br /> 50% of the rooms excise tax to an infrastructure and community investment stabilization fund. <br /> If 75%was approved, the Town of Mashpee could utilize the additional 25%to fund the new <br /> Board of Health positon proposed to monitor short-term rentals.
