6 <br /> Board of Selectmen <br /> Minutes <br /> March 11, 2019 <br /> COMMUNICATIONS & CORRESPONDENCE <br /> Town Manager Report: <br /> Town Manager Rodney C. Collins updated the Board of Selectmen on recent activities which <br /> includes retaining the AAA rating from Standard &Poor. The Town of Mashpee has achieved <br /> this rating as a result of the continued maintenance of healthy reserves with strong and sound <br /> policies in place and conservative practices. Mr. Collins indicated there were other categories of <br /> note representing strength in fiscal management. Appreciation was given to the Town <br /> Manager's Financial Team for sound budgeting and accurate advice as well as conservatism. <br /> With regards to the Special Town Meeting article proposed to provide CPC funding for the <br /> Mashpee Parsonage Restoration project Town Manager Collins indicated communication was <br /> received from Tribal member David Weeden regarding the required Memorandum of <br /> Understanding(MOU) for project funding. Mr. Weeden has indicated the Tribe voted and has <br /> agreed upon the MOU requirement to outline conditions to be completed and formalized prior to <br /> the release of CPA funds. <br /> It was also disclosed the Chair of the Sewer Commission has conveyed that fee setting, <br /> betterments, statutes and bylaws should be specifically referred to the Sewer Commission. <br /> In response, it was noted it is the intent of the Board of Selectmen to guide resources to assist the <br /> Sewer Commission in their duties. <br /> OLD BUSINESS <br /> Discussion of Retail Marijuana Host CommunityAgreements Recommendations: <br /> Correspondence was received from Evan Lehrer; Town Planner dated March 6, 2019 regarding <br /> specific recommendations that should be priority considerations in further review and <br /> negotiations with the Marijuana Host Community applicants. <br /> To assist in the review process, the Board of Selectmen authorized the following regulatory <br /> officials to review the applications and make recommendations. The working group consisted of <br /> the DPW Director, Building Inspector, Public Health Director, Deputy Fire Chief, Finance <br /> Director, Police Chief, Town Planner and Assistant Town Manager. <br /> Of the six applications, the working group recommended consideration of five draft agreements. <br /> The application deemed incomplete and not recommended was from Greenerside Holdings, <br /> LLC. <br />
