ADMINISTRATIVE MEETING <br /> November 9 , 1982 at 9 : 00 a.m. <br /> PRESENT: Chairwoman B. Jean Thomas , Selectmen Chester A. Garland, Executive <br /> Secretary Joseph F. Murphy, Police Chief Frye, Fire Chief Priestly, <br /> Ernest Virgilio, Superintendent of Streets . <br /> 9 :00 a,m, - Chm. Thomas explained to Chief Frye , Chief Priestly and Mr, <br /> Virgilio, Superintendent of Streets the purpose for having <br /> them come to the meeting. It is to discuss the concern with <br /> the financial status of the budget and what is going to be <br /> done for the 1983/1984 year. She stated that these three Depart- <br /> ment Heads were not present for the budget meeting. She explained <br /> that the Town does not have a clear picture of where we are at <br /> financially, until November 11 meeting with the Board of Assessors . <br /> Chm. Thomas said that all departments have to put-. a hold on their <br /> budget. She also said that we may end up going to Town Meeting <br /> and pulling out funds . Chm. Thomas asked, if Sel. Garland. had <br /> any remarks , Both Sel, Garland and Executive Secretary felt that <br /> Chm, Thomas had given a good summary of the situation. Chm. <br /> Thomas also told these department heads to look at their priorities , <br /> their overtime . She stated the overtime problem is not as bad <br /> with the Highway Department as it is with the Police and Fire <br /> departments . Chm. Thomas said that they all need to look at their <br /> vacancy positions . Chief Frye has two . They also have to look <br /> at their equipment. She said that the Assessors have promised <br /> to give the Board a time growth figure in two weeks and that the <br /> Board is trying to hold them to this , so that we can have a better <br /> understanding of where we are financially , right now everyone is <br /> working in the blind. Chm. Thomas asked if they had any questions . <br /> Chief Frye stated that he has a hard time with overtime . He said <br /> he has to go by the contract and that this is hurting his wage <br /> account, Chm. Thomas said she knows it isn' t his fault, especially <br /> where he has two. bodies that are not working and he has to pay <br /> them anyway, Chief Frye said that last week the Sergeant had cut <br /> the Specials down to three days a week. <br /> Chief Priestly stated that he would not get replacements now. <br /> Mr. Virgilio, Superintendent of Streets , said he can do with no <br /> replacements now, but he has one good man that has been working <br /> for a year now as a part time and he feels the Town should do <br /> something for him. Chm. Thomas agreed but she still feels we <br /> need to hold off until we get a true picture of the Town ' s finances , <br /> Executive Secretary explained that Mr. Martin Hendricks is an <br /> excellent worker, but was hired as temporary help and has been <br /> working for a year with no benefits . Chief Frye said he wants <br /> to change the shifts around. He feels the Association may file a <br /> grievance , but the change would save money. Board feels he should <br /> go ahead with the change . Chief Frye inquired if he could change <br /> the shift and say it is an emergency. Board said he is in charge <br /> and it cannot be classified as an emergency, but if he wants to <br /> do it he should. Executive Secretary said we will know more next <br /> Wednesday . Chm. Thomas said they are invited to attend. Sel, <br /> Garland asked Chief Frye if the Sergeant made the ,changes on the <br /> schedule . He also asked where the Sergeant gets the authority <br />
