He said some- <br /> times I approve , sometimes I don' t . Chief Frye stated that this week he <br /> changed the schedule and explained to the Sergeant why he had done so this <br /> morning. Sel . Garland asked if that responsibility could be removed. Chief <br /> Frye said he could take over doing the scheduling. <br /> Sel. Garland said that we may find ourselves in a position where we <br /> cannot afford what we have now. Chm. Thomas said we have to utilize what <br /> we have to the best advantage . Sel. Garland stated that after certain <br /> commitments are taken care of there is very little left , Chm, Thomas said <br /> that since we did not know the finances of the Town at the Annual Town Meeting; <br /> this is the problem it causes . Sel . Garland said that we don' t know, we may <br /> come up with more money , Chm, Thomas stated that we will have a better picture <br /> on the 11th. Executive Secretary said that Mr. Virgilio may need to buy <br /> materials . He also explained how Chief Priestly and he would ' like to mount on <br /> extra tire in case of emergency , but this cannot be done now. Sel. Garland <br /> said that the list of priorities should include essential situation. Chief <br /> Priestly said he has equipment that is broken, a busted winch and dry shaft. <br /> He said it would cost about $300 . 00 to repair the winch and he could postpone <br /> that until later, but he needs to replace the dry shaft and put a shield over <br /> it, Chm. Thomas said this is only to put you on alert, help you form better <br /> ideas , and the capital outlay of money, this will help better your departments , <br /> Executive Secretary said we have to be better managers . Chm. Thomas explained <br /> that with no surplus we may have a question on the ballot of January 8, 1983 , <br /> to override proposition 2h. Board explained that they cannot promote this . <br /> Sel. Garland said that maybe the Association or the people can out it on the <br /> warrant. Executive Secretary, said we have to start advocating the override <br /> by explaining that we cannot serve the people without money. Sel , Garland <br /> said that they should not be too hopeful on the 2� override . <br /> Mr. Virgilio asked about small repairs that have to be done daily, . Chm. Thomas <br /> explained that he did have a Municipal Equipment Repair Account. He said he <br /> usually rents a backhoe with driver for $200 . 00 a day, what if he could rent <br /> it without the driver for $125 .00 a day. Sel. Garland asked if this was neces- <br /> sary . Chm. Thomas said that these are judgements that as Department Heads <br /> they have to make, it is their responsibility. Executive Secretary explained <br /> how cutting is no problem but it is difficult when you only have five months <br /> left. Chm, Thomas said we have- shuffled the accounts . Sel. Garland also said <br /> that they should make sure they do not end up with unpaid bills . Chm. Thomas <br /> said that when they work on theri 83/84 budgets they will have to level find <br /> their budgets . Board thanked them for coming. Executive Secretary reminded <br /> and invited them to the Clerical Contract review at 3 : 00 p.m. today. <br /> 9 : 30 a.m. - Mr. Charles Hicks , Civil Defense Director arrived. Chm. Thomas <br /> explained to Mr. Hicks the reason why he was asked to attend the <br /> meeting. She said that two weeks ago she had talked a little <br /> with him on Civil Defense. She also said that he had talked to <br /> Sel . Garland and everyone individually and he seems to be going <br /> in circles . What the Board wants is a solid foundation, a plan <br /> and place for mini emergencies like; fire , water, heat etc. Some- <br /> place the Towns people can go and have security in time of a small <br /> emergency. Chm. Thomas asked where is this place going to be? <br /> Mr. Hicks said the old garage is to be moved on a foundation, <br /> but with no money it will be put on a slab and that will serve <br />
