A manufacturing facility could take marijuana from a <br /> homegrown facility and make marijuana infused products with it. <br /> $600 tier 3-11(per Counsel)—Mr. Harrington explained that staff/administrative costs associated <br /> with inspections justifies the tiered approach, and is the basis for the climbing scale. He stated <br /> that health agents would be handling Inspections under this regulation,and MAHB requires three <br /> inspections under the State. The board can require more than three inspections, but they can't <br /> go to less than three. Ms. Langler suggested that the language.of the regulation be such that a <br /> minimum of three inspections are conducted annually by either the State or a local health agent. <br /> In other words,the health agent would supplement where the State was absent. Mr. Harrington <br /> stated that he did not know if "stings" are considered an inspection, but he would look into <br /> whether the State interpreted it that way. <br /> Mr. McNamara indicated he would be applying for both a research license and a retail license in <br /> the same locus. There is a fee associated with research, but "research" is not mentioned <br /> elsewhere in the regulation. Mr. Harrington asked if research is considered a testing laboratory, <br /> and Mr. McNamara answered that it is not. Mr. Harrington stated that a research license would <br /> be covered under"any other type of license",and researchers must go through the State licensing = <br /> process. He stated that a licensee may possess no more than two licenses at the same address, <br /> such as MJ Dispensary/MJ Research. Board members agreed that two would be the limit at this <br /> point. There was discussion as to the definitions of the "buffer" and "premises",with respect to <br /> Mashpee Commons. Mr. Harrington will look into whether the 500' buffer is structure to <br /> structure,or property line to property line. <br /> Mr, Harrington informed the board that the Selectmen are looking at six applicants and advised <br /> them of the need to have a regulation In place before approval of any permit applications. He <br /> stated that,while this was not a formal hearing,all MJ Establishment applicants were notified of <br /> this meeting. Chair Baumgaertel stressed the importance of impressing upon the Selectmen the <br /> need to delay approval until a regulation has been finalized. <br /> NEXT MEETING <br /> The next meeting of the Board of Health was scheduled for Thursday, February 7, 2019,at 7:00 PM. <br /> There being no further business, Mallory Langler moved to adjourn the Public Session Meeting of the <br /> Board of Health at 9:35 PM, Motion seconded by Brian Baumgaertel.
