Mr. Mitrokostas informed the board that he is <br /> fighting the turnover of qualified people,stating that he brings in new people,trains them and then they <br /> quit. Ms. Langler asked Mr. Mitrokostas if he provides any ServSafe Training to his staff prior to the <br /> summer season, and he answered nothing formal, but that his key staff have been around a long time. <br /> Chair Baumgaertel suggested that It might be beneficial,even for the seasoned employees, because food <br /> code has been updated and people who have been around a long time can get complacent. <br /> Mr. Harrington stated that two critical violations found during probation period are cause for three-day <br /> closure. Historically, for multiple violations or violations of an immediate threat, establishments usually <br /> shut down voluntarily for 24 hours to make'corrections, then the health agent goes back to re-inspect. <br /> This was the third or fourth month of probation where the health agent was still finding criticals;however, <br /> there are no violations of an immediate threat. Ms. Langler suggested that, based on the frequency and <br /> type of violation, it was a matter of staff training. As an alternative to closing the establishment, she <br /> recommended Mr. Mitrokostas offer ServSafe training for the entire staff, stating that she believed it <br /> would achieve the better results than temporary closure. <br /> There being no further discussion or questions,Mallory Langler moved that,as an alternative to the three- <br /> day closure, Mr. Mitrokostas hold a ServSafe Training class for his entire staff within 30 days, providing <br /> certificates to the Board of Health. If training does not take place within 30 days then the three-day <br /> closure will be enforced. Motion seconded by Brian Baumgaertel. VOTE: Unanimous(2-0). <br /> Chair Baumgaertel stated that they were looking potentially at a $200 fine for the remaining violations <br /> that had not been corrected. Mallory Langler moved to amend the previous motion to include <br /> enforcement of a$200 fine for the remaining violations. Motion seconded by Brian Baumgaertel. VOTE: <br /> Unanimous(2-0). <br /> 7:25—105 Whippoorwill Circle <br /> Glen Harrington commented that the property at 105 Whippoorwill Circle is a spit of land that is <br /> surrounded by wetland adjacent to Great River. The three bedroom system that exists is a 1000-gallon <br /> tank and a leach field which failed inspection due to distance to groundwater. The proposed three <br /> bedroom system is a 1500-gallon MicroFAST Model 0.5 tank with ultra-violet disinfection, and a 1000- <br /> gallon pump chamber which discharges to an 18'x 25' leach field with pressure distribution. <br /> Mr. Harrington informed the board that he spoke with the Conservation Agent regarding placement of <br /> the soil absorption system,and was told that relocation of the system to the driveway or to an area toward <br /> Whippoorwill Circle will not be enough increase In distance to the resource areas, and will cause more <br /> disruption to the site than the proposed location. The gravel parking area is the best option. Variances <br /> requested to the wetlands are Title V variances,not local upgrade approval,so abutters had to be notified. <br /> The board had already reviewed and approved the plan. <br /> Dan Ojala from Down Cape Engineering introduced himself. He confirmed that abutters were notified <br /> and reviewed the septic design plan for.the board, indicating that there was no increase in flow at this <br /> three-bedroom home. Mr. Ojala described the use and effectiveness of the H-20 caps for the pressure <br /> distribution system,adding that there would be nine inches of gravel over them. Chair Baumgaertel asked <br /> about proper venting and Mr. Harrington noted that there was passive venting. Ms. Langler asked if an <br /> 0&M agreement had been drafted and Mr. Ojala responded that it would be submitted along with the <br /> Disposal Works Construction Permit application. Mr.Harrington added that it is required prior to issuance <br /> 3 <br />
