MASHPEE ENVIRONMENTAL OVERSIGHT COMMITTEE <br /> MEETING MINUTES <br /> FEBRUARY 13, 2019 - 6:30 P.M. <br /> MASHPEE TOWN HALL-OCKWAY MEETING ROOM <br /> 16 Great Neck Road North <br /> PRESENT: Michael Talbot,Katelyn Cadoret,Ashley Fisher, Dale McKay,Joe Cummings,Rick <br /> York,Andrew McManus <br /> CALL TO ORDER <br /> Chairman Michael Talbot opened the meeting at 6:30 p.m. <br /> APPROVAL OF MEETING MINUTES: <br /> January 9, 2019 <br /> Motion: Rick York moved to approve the January 9, 2019 minutes, seconded by Katelyn <br /> Cadoret. Vote 6-0-1 with Andrew McManus abstaining <br /> COMMUNICATIONS & CORRESPONDENCE: <br /> NEW BUSINESS <br /> The Chair noted EOC doesn't have a Vice-Chairman and nominated Katelyn Cadoret for this position. <br /> Motion: Dale McKay moved Katelyn Cadoret as the Vice Chairman to Mashpee Environmental <br /> Oversight Committee, seconded by Ashley Fisher. Vote 7-0 unanimous <br /> Follow-up Discussion to BOS-Joint Meetings on Wastewater Management; EOC <br /> Recommendations to the BOS <br /> The Chairman discussed the joint Board of Selectmen meeting on Wastewater Management. He <br /> thought it was important to go full speed ahead for full funding of the shellfish program and we have to <br /> be really clear that any other major developments have to have zero nitrogen effluent. We have to be <br /> clear with Mashpee Commons that they have to support all efforts to make sure development doesn't <br /> add to the nitrogen load in the Mashpee River. Rick York noted there are parts they are already <br /> permitted but it seems the add-on ones would apply. The Chair suggested drafting a letter to the Board <br /> of Selectmen on policy regarding the environment on these points. Following a discussion,the <br /> members agreed to hold off to see where the negotiations are going. <br /> ACTION ITEMS UPDATE <br /> Bylaws for Plastic Straw and Polystyrene Bans for Mashpee: Update <br /> The Chair stated the bylaw has been submitted and he is awaiting a response from the Town Manager <br /> Katelyn stated she is working on the bylaw for the banning of helium balloons. <br /> Mass,Municipal Vulnerability Preparedness Program (MVP): Update <br /> Ashley Fisher stated MVP is going thru the application process and is looking for letters of support to <br /> participate in their program. Ashley will draft a letter for EOC members signatures. <br /> Mashpee Greenway and Funding for the Quashnet River Footbridge: No Update <br /> MCGAC: Update <br /> 1 <br />
