MASHPEE CABLE AND ADVANCED TECHNOLOGY ADVISORY BOARD (MCAT) MEETING MINUTES <br /> JANUARY 29, 2019 <br /> MASHPEE TOWN HALL <br /> WAQUOIT MEETING ROOM <br /> 16 Great Neck Road North <br /> Mashpee, MA. 02649 <br /> Present: Chair Dan Riley, Andy Eliason, Lolita McCray <br /> Absent: Morgan Peters, Ken Hannaford <br /> Also Present: Assistant Town Manager Wayne Taylor, Finance Director Dawn Thayer, Information <br /> Technology Director David DelVecchio, Mashpee TV Director Bill Nay <br /> 1. The Chair opened the meeting at 1:05 p.m. <br /> 2. Minutes: Approve Minutes of November 13 , 2018 <br /> Motion: Mr. Eliason moved to approve the minutes of November 13, 2018, seconded by Ms. McCray. <br /> Vote In favor: Riley, Eliason, McCray Against: None <br /> Motion Passes 3-0 <br /> 3. Comments from Town Manager's Office, if any <br /> None <br /> 4. FY20 Budget Review and Approval —Dawn Thayer <br /> Finance Director Thayer presented a three year review of the budget and stated that this is the first <br /> year (Fiscal Year 18 to Fiscal Year 19) that there was a drop in revenues. <br /> Ms. McCray stated the individual Capital projects still need to come in front of the MCAT Committee. <br /> Assistant Town Manager Taylor said that the proposed Capital Budgets will come in front of the <br /> MCAT Committee to which Ms.Thayer agreed. <br /> The Finance Director also passed out the year to date MCAT budget (attached) and Mr. Eliason <br /> pointed out that the current balance is $672,685.53 <br /> Mr. Nay said that subscriber numbers are down due to "cord-cutters" (people not getting cable TV <br /> but rather depending on streaming devices, such as ROKU, and using Netflix, Amazon Prime, and <br /> HULU, etc. Mr. Riley agreed as did Mr. Eliason. Mr. Nay also stated that Comcast changed their <br /> accounting methods and generally the revenues are down approximately six percent (6%) across the <br /> board. <br />
