Jr� <br /> Mashpee waterways Commission March 1 ,2009 <br /> Meeting Minutes <br /> The meeting was called to order by Chairman Iden Bates at 9:07 AM in Meeting Room#3,Mashpee Town <br /> Hall. <br /> Present: Ken Bates,Perry Ellis,Gerry Daly,Tim Leedham,Al Wickel <br /> Absent: Steve Pinard, Bill Taylor <br /> Others in attendance: Rick York <br /> Motion to approve the February 4,20091 i eting minutes as amended made by Tim Leedham, seconded by <br /> Al wield and was unanimously approved. <br /> committee orfs: <br /> i <br /> Harbormaster: Perry Ellis reported that ice has melted off all water areas.Also reported was the <br /> good news that there has been very limited damage observed in the bays after the winter freeze. Creat and <br /> Little Rivers are presently open with some boat traffic observed. Bass tournaments are already scheduled. <br /> Funds for the repairs to Aids for Navigation have been requested. Mooring bill payments continue to arrive. <br /> Some incorrect address and billing issues are being worked. Generally clam and oyster fishing has started <br /> to slow clue to reduced harvests.The Patrol Boat repairs continue with new paint designs introduced clue to <br /> the reorganization of harbormaster department under the Police department. Charges and repairs should be <br /> completed in time for the corning season. <br /> Shellfish Deport: Rick Yorkreported the 2009 Shellfish Regulations tools effect on March 1. <br /> Shellfish permit fees were increased from$20 to$25 for family permits,$5 to for senior permits, to <br /> o for non-resident permits, and$100 to$125 for commercial permits. The funds will be used for the <br /> purchase of shellfish seed to help offset the loss of seed from the state program that was cut this year.The <br /> loss was partially offset by increased numbers of shellfish permits in 2008(1 040 permits total),but the <br /> funds from the fee increases collected this year won't be allocated until neat year. Another change is to <br /> prohibit the use of rakes wider than 1 inches and harness rakes in family(non-commercial)shell fishing <br /> areas. Large commercial shell fishing rales are not needed in family areas. <br /> Fresh Water:Al Wickel reported that several boats have been seen on wakeby Pond fishing <br /> already.He had collected some trash from the ramp and parking areas but some debris stills remains.Perry <br /> Ellis mentioned the State has extended the Alewife closure for another three years. <br /> Poppones ett Bay: Tire Leedham reported nothing to add.Dredge equipment was still observed at <br /> the entrance to the Bay. <br /> waquoit Bay: Perry Ellis reported that there has been little boat traffic observed. <br /> State Dredge bate Meetings: Ken Bates reported the most recent meeting with the various state <br /> agencies went well.A small working group has been established to fine tune issues to be worked upon by <br /> the larger group during the next meeting. The next meeting date is yet to be set but should occur in about a <br /> month. <br /> Sewer Commission Advisory Committee; Al Wickel reported that Tom Fudala seemed to be <br /> doing a good job handling the enormous efforts in establishing the reed for and justification of a Town <br /> wide server project.Discussions included waste water treatment plant locations,effects on the waterways of <br /> Mashpee,Si iaST waquoit Bay MEP modeling—UMass signed copies of contract not yet returned— <br /> apparent controversy regarding Bay water sampling responsibility and funding <br />
