Y , Barnstable Conn Coastal Resources Committee U2date—Gerald Dal
To activity.
. waterwa I rov nt Plan and Dred in Permits-- i hanks
Mashpee River Dredge Project—Jing Hanks described the contents of a memo from Glen
I an ngton, Board of Health to Selectman John Cahalane stating it might be possible to deposit
the dredged material from the Mashpee River at the transfer station. The statement was based on
conversation with Glen Santos who In turn discussed it with his IEP contacts. Two permits
would be required—a determination of need, and aenef ficial Use Determination(BUD). Jim
pointed out that he didn't know if the question of salt content had been discussed, but that is
why the waterways Commission abandoned the idea several years ago. Jim Mated he would be
meeting with Glen Harrington to pursue the idea further.
Assuming that permission can be ubtmned,Jim described that thea would need to be a mems of
de-watering the sediment, and he showed a couple of areas on town land at the Mashpee Neck
boat landing that could be considered. They are very small, however. Also,we have quite a
ways to go to establish an economical mechanical dredging operation for the Cape and Islands.
Jing handed out a set ofnotes describing the stays of maintenance dredging, the Mashpee Kiger
project, and Save Poppones set Bay's plans for p Ott g and dredging. Maintenance dredging
permits need to be renewed for the 2007 season, and engineering support may be needed to do
that.
. web Site—Jim Hanks
No activity, but an update to the Waterways Commission aster is needed..
. Public Access—Jerry Daly
Jin Danks reported that he received a call from Catherine Laurent, DPW,regarding the use of
Waterways Improvement Fund money for public access purposes. The reason for the question
is that she wants to do something to control the erosion at the north end of Riverside Road,
Seconsett Island, and Joyce suggested that it be fended in part by the waterways Improvement
Fund. Jim stated that he reviewed the law, and building and maintaining public access facilities is
a proper use of that money.
Jim Hanks, Perry Ellis,Bob Sherman, and Catherine met at the site to view the situation first
hand and consider alternatives. The old paving, both concrete and asphalt, is breaking up, and the
coastal bank is being undermined around the broken pavement. After discussion, they agreed that
the way to curb the wave action and provide access for kayaks and canoes would be to build
gabion steps. G bions are wire cages filled with rocks that break up wave action VAtho t
reflecting the waves back.
The next step is for I atlir n to hire an engineer to design the facility, then the plans Will come
back to the waterways Commission and others for review. Permittmng costs will be split
Page 3 of
