Jim Hams reviewed the game plan <br /> for sewerage, which was formulated in 1997: define the problem 1997), b quantify the <br /> extent of the problem (the two year, $150,000 study), c develop a wastewater management <br /> plan (the $400,000 revolving loan), and d implement sewering where appropriate and other <br /> wastewater facilities elsewhere e.g., septic, nitrogen-removing septic systems). <br /> . Barnstable County Coastal Resources Committee Update—Gerald Dal <br /> There was no meeting held during the past month. <br /> 6. .Water-wqys Im rover ent Flan and Dredging Permits—Jim Hanks <br /> We are now in our fifth month of waiting for a legal opinion from Elizabeth Dane of <br /> Kopelman and Paige regarding the use of conservation land for`conversion" purposes. <br /> Jinn Harks detailed the waterways "land swap"' proposal which will be on the Town <br /> Warrant on October 2 , 2003. warrant Article 17 asks voters to approve a swap of <br /> approximately 12 acres of town land for approximately 10 acres of conservation land ofd' <br /> Great beck Road South, near the Mashee River. If approved the ten-acre property would <br /> become the location of a dredging de-watering and disposal site for non-sandy dredged <br /> material from nearby 1lashpee waterways, <br /> . Popponesset Creek Dredging and Spit Nourishment <br /> N01 Status—,Tim Harks is working with the Conservation Commission to work out a way <br /> that Popponesset Creek can be dredged and the dredged material used for nourishment of <br /> the Popponesset Spit. l a.shpee Conservation Agent Bob Sherman's idea is that if the Saye <br /> Popponesset Bay orgarfi ation is willing to do beach nourishment to maintain the spit with its <br /> present profile, thea the spirit of the performance standard will be maintained. As a result of <br /> a meeting with Jim O'Connell, former CZM coastal geologist, Norm Mayes of BSC (Save <br /> Popponesset Bay's consultant) submitted a plan showing the top of the dune at nine feet <br /> i <br /> with an alternative of going to ten feet in the future as the Army Corps of Engineers permit <br /> gets renewed, Jim also noted that piping plovers are still an issue on the spit that impacts <br /> beach nourishment plans. <br /> Beach Nourishment Easement Form—leo progress was reported on this issue. The <br /> easement was drafted and signed by the Selectmen in the spring. Save Popponesset Bay held <br /> up signing the easement pending some progress on the Wind Farm issue. Jim Hanks noted <br /> that it is now bine to get the easement completed and filed in Land Court so the dredged <br /> material can be disposed on the spit land owned by Save Popponesset Bay. <br /> Page <br />
